【摘要】：運用綜合指數(shù)法構建了環(huán)境基本公共服務績效評價指數(shù),考察了2007—2015年中國30個省(自治區(qū)、直轄市)的環(huán)境基本公共服務績效水平,并采用泰爾指數(shù)法對環(huán)境基本公共服務績效的省際差異進行測度與分解。結果顯示:中國環(huán)境基本公共服務績效存在較為顯著的地區(qū)差異;東部地區(qū)的環(huán)境基本公共服務績效水平整體上高于中、西部地區(qū),且該差異在樣本期間呈U型擴大態(tài)勢;平均68%的總體差異來源于區(qū)域內差異。最后指出,在環(huán)境分權體制背景下,政府在制定環(huán)境保護政策時應充分考慮地區(qū)間經濟發(fā)展水平、自然資源稟賦和環(huán)境治理努力程度的異質性。
[Abstract]:The performance evaluation index of environmental basic public service was constructed by using comprehensive index method, and the performance level of environmental basic public service in 30 provinces (autonomous regions, municipalities directly under the Central Government) of China from 2007 to 2015 was investigated.The author also measures and decomposes the provincial differences in the performance of basic environmental public services by using the Thiel index method.The results show that there are significant regional differences in the performance of environmental basic public services in China, the performance level of environmental basic public services in the eastern region is generally higher than that in the middle and western regions, and the difference has a U-shaped expansion trend during the sample period.An average of 68% of the overall difference comes from intraregional differences.Finally, under the background of environmental decentralization system, the government should take into account the heterogeneity of regional economic development level, natural resource endowment and environmental management efforts when formulating environmental protection policies.
