陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)協(xié)調(diào)度測(cè)度研究

【摘要】:近年來(lái),流域經(jīng)濟(jì)快速發(fā)展,經(jīng)濟(jì)規(guī)模和經(jīng)濟(jì)發(fā)展速度不斷提升的同時(shí),流域生態(tài)環(huán)境遭到了嚴(yán)重破壞。經(jīng)濟(jì)發(fā)展模式的不合理性以及在經(jīng)濟(jì)發(fā)展過(guò)程中忽視經(jīng)濟(jì)與生態(tài)建設(shè)之間的協(xié)調(diào)關(guān)系,成為影響流域?qū)崿F(xiàn)可持續(xù)發(fā)展的重要因素。渭河是陜西的“母親河”,自西向東流經(jīng)了寶雞、咸陽(yáng)、西安和渭南四市,全省的63%的人口住在渭河流域,渭河流域的經(jīng)濟(jì)發(fā)展和生態(tài)建設(shè)均在很大程度上影響著陜西人民的生活水平和生活質(zhì)量。為此,測(cè)度陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)協(xié)調(diào)度,對(duì)認(rèn)識(shí)和改善陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)的協(xié)調(diào)發(fā)展具有重要的理論意義和實(shí)踐意義。論文主要研究陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)之間的協(xié)調(diào)度。首先對(duì)論文所涉及的相關(guān)概念及理論基礎(chǔ)進(jìn)行具體描述,并對(duì)國(guó)內(nèi)外的相關(guān)文獻(xiàn)進(jìn)行了梳理,為本文的研究奠定了理論基礎(chǔ)。其次,分析了陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)發(fā)展現(xiàn)狀并對(duì)二者之間的對(duì)立統(tǒng)一關(guān)系進(jìn)行了分析。再次,論文構(gòu)建了流域經(jīng)濟(jì)指標(biāo)體系和生態(tài)建設(shè)指標(biāo)體系,并介紹了陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)之間的協(xié)調(diào)度由①流域經(jīng)濟(jì)系統(tǒng)內(nèi)部協(xié)調(diào)度②生態(tài)建設(shè)系統(tǒng)內(nèi)部協(xié)調(diào)度③流域經(jīng)濟(jì)與生態(tài)建設(shè)兩個(gè)系統(tǒng)之間的協(xié)調(diào)度三個(gè)部分組成,其中流域經(jīng)濟(jì)子系統(tǒng)和生態(tài)建設(shè)子系統(tǒng)內(nèi)部協(xié)調(diào)度運(yùn)用序參量功效函數(shù)協(xié)調(diào)度模型計(jì)算,流域經(jīng)濟(jì)系統(tǒng)與生態(tài)建設(shè)系統(tǒng)之間的協(xié)調(diào)度運(yùn)用主成分分析法、回歸擬合模型以及模糊隸屬度協(xié)調(diào)模型綜合方法計(jì)算,最終得出陜西省渭河流域四市經(jīng)濟(jì)與生態(tài)建設(shè)之間的協(xié)調(diào)度,將四市流域經(jīng)濟(jì)與生態(tài)建設(shè)之間協(xié)調(diào)度運(yùn)用算數(shù)平均法計(jì)算得到陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)之間的協(xié)調(diào)度。結(jié)果表明:(1) 2005-2014年陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)復(fù)合系統(tǒng)協(xié)調(diào)度雖然不斷波動(dòng),但是整體呈現(xiàn)不斷提升的狀態(tài),兩系統(tǒng)也在朝著不斷協(xié)調(diào)的方向發(fā)展。(2)陜西省渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)發(fā)展協(xié)調(diào)度總體上分為三個(gè)階段,2005-2008年的“不協(xié)調(diào)”階段,2009-2011年的“弱協(xié)調(diào)”階段,2012-2014年的“比較協(xié)調(diào)”階段。(3)運(yùn)用灰色相對(duì)關(guān)聯(lián)法分析出影響協(xié)調(diào)度的五大主要因素分別為環(huán)境保護(hù)支出、經(jīng)濟(jì)發(fā)展水平、城市維護(hù)建設(shè)資金支出、廢棄物的綜合利用水平和社會(huì)固定資產(chǎn)投資。最后,根據(jù)以上結(jié)論提出了陜西渭河流域經(jīng)濟(jì)與生態(tài)建設(shè)協(xié)調(diào)發(fā)展的政策建議:促進(jìn)流域經(jīng)濟(jì)結(jié)構(gòu)調(diào)整;優(yōu)化流域經(jīng)濟(jì)增長(zhǎng)方式;提高流域生態(tài)建設(shè)水平;增強(qiáng)流域系統(tǒng)綜合發(fā)展能力。
[Abstract]:In recent years, with the rapid development of the basin economy, the economic scale and the economic development speed have been continuously improved, at the same time, the ecological environment of the basin has been seriously damaged.The irrationality of the economic development model and the neglect of the harmonious relationship between economy and ecological construction in the course of economic development are the important factors affecting the sustainable development of the river basin.The Weihe River is the "mother river" in Shaanxi Province. It flows from west to east through four cities, Baoji, Xianyang, Xi'an and Weinan. 63 percent of the province's population lives in the Weihe River Basin.The economic development and ecological construction of Weihe River Basin affect the living standard and quality of life of Shaanxi people to a great extent.Therefore, it is of great theoretical and practical significance to measure the degree of coordination between economy and ecological construction of Weihe River Basin in Shaanxi Province, to understand and improve the coordinated development of economy and ecological construction of Weihe River Basin in Shaanxi Province.This paper mainly studies the degree of coordination between economy and ecological construction of Weihe River basin in Shaanxi province.First of all, the related concepts and theoretical basis of the paper are described in detail, and the relevant literature at home and abroad are combed, which lays a theoretical foundation for the research of this paper.Secondly, the present situation of economic and ecological construction in Weihe River Basin of Shaanxi Province is analyzed and the unity of opposites between them is analyzed.Thirdly, the paper constructs the watershed economic index system and the ecological construction index system.The coordination degree between the economy and ecological construction of Weihe River basin in Shaanxi province is introduced, which is composed of three parts: the internal coordination degree of one basin economic system, the internal coordination degree of ecological construction system and the coordination degree between the two systems of basin economy and ecological construction.The coordination degree of watershed economic subsystem and ecological construction subsystem is calculated by order parameter efficiency function coordination model, and the coordination degree between watershed economic system and ecological construction system is calculated by principal component analysis.Regression fitting model and fuzzy membership coordination model are used to calculate the coordination degree between economy and ecological construction of four cities in Weihe River Basin of Shaanxi Province.The degree of coordination between the economy and ecological construction of the four cities is calculated by using the arithmetic average method and the coordination degree between the economy and ecological construction of the Weihe River basin in Shaanxi Province is obtained.The results show that the coordination degree of the complex system of economic and ecological construction in the Weihe River basin of Shaanxi Province from 2005 to 2014 fluctuates continuously, but the whole system presents an increasing state.The coordination degree of economic and ecological construction of Weihe River basin in Shaanxi Province is divided into three stages: "uncoordinated" stage from 2005-2008 to "weak coordination" stage from 2009-2011 to 2012-2014.The grey relative correlation method is used to analyze the five main factors that affect the degree of coordination, which are the expenditure on environmental protection.Level of economic development, expenditure of urban maintenance and construction funds, comprehensive utilization of waste and investment in social fixed assets.Finally, based on the above conclusions, the author puts forward some policy suggestions for the coordinated development of economy and ecological construction in Weihe River Basin of Shaanxi Province: to promote the adjustment of basin economic structure, to optimize the mode of economic growth in the basin, to improve the level of ecological construction in the basin;Strengthen the comprehensive development capacity of watershed system.
