【摘要】：正河長制的核心是河湖水管理的首長負責制,尤其是黨政雙崗同責。不可偏離這一實質,使之流于形式中國水環(huán)境污染已經(jīng)治了幾十年,還處于相持階段。早在"九五"期間,國家就開始"三江三湖"的重點治理,但至今仍未見根本好轉。在重點河湖治理難言功成的同時,水污染從城市擴展到鄉(xiāng)村,從東部蔓延到西部,從地表深入到地下。泛濫的水污染,威脅到我們的供水安全,危害我們的生存環(huán)境,還危及農(nóng)產(chǎn)品、水產(chǎn)品安全,與全面建成小康社會的
[Abstract]:The core of the Zhenghe long system is the system of chief responsibility for river and lake water management, especially the responsibility of both the Party and the government. We must not deviate from this essence and make it a mere form of water pollution in China, which has been treated for decades and is still in a stalemate stage. As early as during the Ninth Five-Year Plan period, The state began to focus on the "three rivers and three lakes," but it has yet to see a fundamental improvement. While the key rivers and lakes have not been successfully managed, water pollution has spread from cities to villages and from the east to the west. From the surface of the earth to the underground. The flooding of water pollution threatens our water supply security, endangers our living environment, also endangers the safety of agricultural products and aquatic products, and the comprehensive building of a well-off society
