【摘要】：環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展是可持續(xù)發(fā)展的核心內(nèi)容。目前我國已經(jīng)進(jìn)入到生態(tài)文明建設(shè)的新時期、新階段,有效處理生態(tài)環(huán)境與經(jīng)濟(jì)發(fā)展之間的關(guān)系是實現(xiàn)區(qū)域可持續(xù)發(fā)展的重要途徑。尤其是黨在十八屆五中全會中提出了“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”的五大發(fā)展理念更是為區(qū)域經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)工作提供了新思路、新視角。內(nèi)蒙古自治區(qū)是我國五大少數(shù)民族地區(qū)之一,穩(wěn)步推進(jìn)內(nèi)蒙古地區(qū)生態(tài)環(huán)境與經(jīng)濟(jì)的協(xié)調(diào)發(fā)展對于打造祖國北疆亮麗風(fēng)景線尤為重要。本文以內(nèi)蒙古9個地級市市轄區(qū)及3個盟公署所在地作為研究對象,采用2005-2014年數(shù)據(jù)構(gòu)建評價指標(biāo)體系,將層次分析法與協(xié)調(diào)發(fā)展度模型相結(jié)合來測度內(nèi)蒙古城市生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展在時間上的演變情況。在此基礎(chǔ)上,選取時間節(jié)點通過ArcGIS 10.2繪制內(nèi)蒙古城市協(xié)調(diào)發(fā)展度空間分布圖,來探討在同一時間點上內(nèi)蒙古各城市生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展水平在空間上的分布特征;進(jìn)而運用聚類分析法歸類以分析2014年內(nèi)蒙古城市協(xié)調(diào)發(fā)展水平空間分布現(xiàn)狀。最后基于評價結(jié)果與分析,提出具有一定針對性的對策建議。通過研究主要得出以下幾點結(jié)論:(1)從時序的角度來看,在2005-2014年間內(nèi)蒙古城市生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展水平持續(xù)上升,并呈現(xiàn)出良性延伸的趨勢;生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展類型向優(yōu)質(zhì)協(xié)調(diào)類型演變。生態(tài)環(huán)境與經(jīng)濟(jì)發(fā)展的協(xié)調(diào)步調(diào)在向協(xié)同發(fā)展方向演進(jìn),但在此過程中主要呈現(xiàn)出經(jīng)濟(jì)的滯后性。(2)從空間分布上來看,內(nèi)蒙古城市生態(tài)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展水平空間上的分布主要體現(xiàn)為中西部城市協(xié)調(diào)發(fā)展水平較高,西部城市較差,中東部城市居于中等水平,其中呼包鄂地區(qū)協(xié)調(diào)發(fā)展水平有較為明顯的領(lǐng)先優(yōu)勢。(3)從協(xié)調(diào)發(fā)展度演變類型來看,在2005-2014年間,鄂爾多斯市協(xié)調(diào)發(fā)展類型實現(xiàn)了由初級協(xié)調(diào)類向優(yōu)質(zhì)協(xié)調(diào)類演變;呼和浩特市、包頭市協(xié)調(diào)發(fā)展類型實現(xiàn)了由初級協(xié)調(diào)類提升為良好協(xié)調(diào)類型;赤峰市、通遼市協(xié)調(diào)類型由勉強協(xié)調(diào)類提高到良好協(xié)調(diào)類;呼倫貝爾市、烏蘭察布市、錫林浩特市協(xié)調(diào)類型由勉強協(xié)調(diào)類提高到中級協(xié)調(diào)類;巴彥淖爾市、烏蘭浩特市協(xié)調(diào)類型由勉強協(xié)調(diào)類型轉(zhuǎn)變到初級協(xié)調(diào)類型;烏海市協(xié)調(diào)類型實現(xiàn)了由瀕臨失調(diào)類到良好協(xié)調(diào)類的轉(zhuǎn)變;阿拉善左旗協(xié)調(diào)類型由輕度失調(diào)衰退類進(jìn)步為初級協(xié)調(diào)類。(4)從生態(tài)環(huán)境和經(jīng)濟(jì)這兩個子系統(tǒng)來看,在2005-2014年間內(nèi)蒙古城市生態(tài)環(huán)境質(zhì)量與經(jīng)濟(jì)發(fā)展水平整體呈進(jìn)步趨勢。但是,在生態(tài)環(huán)境質(zhì)量改善過程中仍需加大城市環(huán)保資金投入以逐步改善城市空氣質(zhì)量和飲用水源地水質(zhì);在經(jīng)濟(jì)發(fā)展過程中,仍需加強產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,尤其應(yīng)降低能源消耗,同時以提高第三產(chǎn)業(yè)發(fā)展速度和能源利用率作為提升區(qū)域經(jīng)濟(jì)效益的突破口。
[Abstract]:The coordinated development of environment and economy is the core of sustainable development. At present, China has entered a new period, a new stage of ecological civilization construction. Dealing with the relationship between ecological environment and economic development effectively is an important way to realize regional sustainable development. In particular, in the Fifth Plenary session of the 18 CPC Central Committee, the Party put forward "innovation, coordination, green, open," The five development concepts of "sharing" provide a new way of thinking and a new perspective for regional economic development and environmental protection. Inner Mongolia Autonomous region is one of the five major minority regions in China. It is particularly important to steadily promote the harmonious development of ecological environment and economy in Inner Mongolia to create a bright landscape in the northern part of the motherland. This paper takes nine prefecture-level municipal districts and three regions of Inner Mongolia as the research objects. The evaluation index system is constructed by using the data from 2005 to 2014, and the analytic hierarchy process (AHP) and the coordinated development degree model are combined to measure the evolution of the coordinated development of urban ecological environment and economy in Inner Mongolia in time. The spatial distribution of the coordinated development degree of Inner Mongolia cities is drawn by selecting time nodes through ArcGIS 10.2 to explore the spatial distribution characteristics of the coordinated development level of ecological environment and economy in Inner Mongolia cities at the same time. In 2014, the spatial distribution of urban coordinated development level in Inner Mongolia was analyzed by cluster analysis. Finally, based on the evaluation results and analysis, From the point of view of time series, the level of coordinated development of urban ecological environment and economy in Inner Mongolia continued to rise from the point of view of time series. The harmonious development of ecological environment and economy evolves to the type of high-quality coordination, and the coordination of ecological environment and economic development evolves in the direction of coordinated development. But in this process, it mainly shows the lag of economy.) in terms of spatial distribution, the spatial distribution of urban ecological environment and economic coordinated development level in Inner Mongolia is mainly reflected in the higher level of coordinated development of central and western cities, and the poor level in western cities. The central and eastern cities are in the middle level, of which the coordinated development level in Hubao and Hubei has obvious leading advantage. (3) from the perspective of the evolution of the degree of coordinated development, during the period of 2005-2014, Ordos coordinated development type from primary coordination to high-quality coordination; Hohhot, Baotou coordinated development type has been promoted from primary coordination to good coordination; Chifeng, Chifeng, The type of coordination in Tongliao City has been improved from the category of barely coordinated to the category of good coordination; the type of coordination in Hulunbeir, Wulanchab and Xilinhaote has been increased from the category of barely coordinated to the category of intermediate coordination; and the type of coordination in Bayannur, The type of coordination in Wulanhaote has changed from the type of barely coordinating to the type of primary coordination, and the type of coordination in Wuhai has changed from the category of borderline maladjustment to the type of good coordination. The coordination type of Alashan Zuo Banner developed from mild maladjustment and recession to primary coordination. (4) from the two subsystems of ecological environment and economy, the quality of urban ecological environment and the level of economic development in Inner Mongolia showed a trend of progress in 2005-2014. However, In the process of improving ecological environment quality, it is necessary to increase investment in urban environmental protection funds to improve urban air quality and drinking water quality step by step; in the process of economic development, we still need to strengthen the adjustment of industrial structure, especially to reduce energy consumption. At the same time, to improve the tertiary industry development speed and energy utilization as a breakthrough to enhance regional economic benefits.
