【摘要】：生態(tài)文明是人類文明發(fā)展的一個(gè)新的階段,是人類為了保護(hù)和建設(shè)美好的生態(tài)環(huán)境而取得的物質(zhì)成果、精神成果的總和,反映了社會(huì)的文明進(jìn)步。近年來江西在生態(tài)文明建設(shè)方面取得了顯著的成就,生態(tài)是江西最大的優(yōu)勢(shì),綠色是江西最亮的品牌。2014年11月20日,國(guó)家六部委正式批復(fù)《江西省生態(tài)文明先行示范區(qū)建設(shè)實(shí)施方案》,標(biāo)志著江西省生態(tài)文明先行示范區(qū)建設(shè)上升為國(guó)家層面,成為全省又一項(xiàng)重大國(guó)家戰(zhàn)略。2015年1月省十二屆人大四次會(huì)議審議通過《關(guān)于大力推進(jìn)生態(tài)文明先行示范區(qū)建設(shè)的決議》,是省委省政府切實(shí)落實(shí)國(guó)家六部委批復(fù)的具體舉措。2016年8月12日,中共中央辦辦廳、國(guó)務(wù)院辦公廳印發(fā)了《關(guān)于設(shè)立統(tǒng)一規(guī)范的國(guó)家生態(tài)文明試驗(yàn)區(qū)的意見》,將福建、江西和貴州納入首批統(tǒng)一規(guī)范的國(guó)家生態(tài)文明試驗(yàn)區(qū),以探索形成可以在全國(guó)復(fù)制推廣的成功經(jīng)驗(yàn)。推進(jìn)江西生態(tài)文明先行示范區(qū)建設(shè),需要綠色科技的支撐。本文秉承“生態(tài)立省、綠色發(fā)展”的理念,以江西建設(shè)生態(tài)文明先行示范區(qū)的綠色科技需求為基本出發(fā)點(diǎn),對(duì)本示范區(qū)建設(shè)的綠色科技支撐展開研究,本文共包含以下幾部分:第一部分是緒論,重點(diǎn)闡述了問題的提出及研究的意義、國(guó)內(nèi)外生態(tài)文明建設(shè)和綠色科技發(fā)展的研究現(xiàn)狀及研究的內(nèi)容和方法;第二部分對(duì)生態(tài)文明先行示范區(qū)和綠色科技相關(guān)概念進(jìn)行合理界定;第三部分從綠色科技能夠有效的促進(jìn)生態(tài)經(jīng)濟(jì)的發(fā)展、促進(jìn)能源資源的合理利用、促進(jìn)自然生態(tài)環(huán)境的改善、促進(jìn)生態(tài)人居環(huán)境的優(yōu)化和促進(jìn)生態(tài)文化的繁榮以及生態(tài)文明先行示范區(qū)建設(shè)為綠色科技提供政策導(dǎo)向和提供行政支持這些方面闡述江西建設(shè)生態(tài)文明先行示范區(qū)與綠色科技的良性互動(dòng);第四部分梳理了江西生態(tài)文明示范區(qū)建設(shè)與綠色科技發(fā)展現(xiàn)狀與存在的問題并分析其原因;第五部分總結(jié)了國(guó)內(nèi)經(jīng)濟(jì)發(fā)達(dá)省市、亞洲經(jīng)濟(jì)發(fā)達(dá)國(guó)家和歐美科技強(qiáng)國(guó)綠色科技發(fā)展的經(jīng)驗(yàn)并進(jìn)一步分析其對(duì)江西生態(tài)文明先行示范區(qū)建設(shè)的啟示;第六部分通過從樹立綠色科技觀、提升綠色科技創(chuàng)新能力、推動(dòng)綠色科技走產(chǎn)業(yè)化經(jīng)營(yíng)、加強(qiáng)發(fā)展綠色科技制度建設(shè)這四條路徑來闡述如何發(fā)展綠色科技來支撐江西生態(tài)文明先行示范區(qū)的建設(shè);第七部分是本文的結(jié)語。通過研究,有利于理清綠色科技與生態(tài)文明先行示范區(qū)建設(shè)之間的關(guān)系,尋找二者的緊密結(jié)合點(diǎn),為江西生態(tài)文明先行示范區(qū)建設(shè)提供理論和決策參考;有利于為綠色科技支撐生態(tài)文明建設(shè)的有效實(shí)施探尋相關(guān)對(duì)策;有利于打造美麗中國(guó)的“江西樣板”,同時(shí)為全國(guó)生態(tài)文明建設(shè)提供經(jīng)驗(yàn)借鑒和模式參考。
[Abstract]:Ecological civilization is a new stage in the development of human civilization. It is the sum of material and spiritual achievements made by human beings in order to protect and build a beautiful ecological environment. It reflects the progress of social civilization. In recent years, Jiangxi has made remarkable achievements in ecological civilization construction. Ecology is Jiangxi's biggest advantage, and green is Jiangxi's brightest brand. In November 20th 2014, The implementation plan for the construction of the ecological civilization first demonstration zone in Jiangxi Province has been formally approved by six ministries and commissions of the state, which marks the rise of the construction of the ecological civilization first demonstration zone in Jiangxi Province to the national level. In January 2015, the fourth session of the 12 Provincial people's Congress deliberated and adopted the Resolution on vigorously promoting the Construction of Ecological Civilization demonstration zones, which is the reply of the provincial party committee and the provincial government to earnestly implement the six ministries and commissions. In August 12th 2016, The Central Committee of the CPC Central Committee, the General Office of the State Council, and the General Office of the State Council issued the "opinions on the Establishment of a uniform and standardized National Ecological Civilization Experimental area," which included Fujian, Jiangxi, and Guizhou as the first batch of unified and standardized national ecological civilization experimental areas. In order to explore and form a successful experience that can be replicated and popularized in the whole country, we need green science and technology to promote the construction of the ecological civilization demonstration zone in Jiangxi. This paper adheres to the idea of "establishing a province of ecology and developing green". Based on the requirement of green science and technology in the construction of ecological civilization demonstration zone in Jiangxi Province, this paper studies the green science and technology support of the construction of the demonstration area. The paper includes the following parts: the first part is the introduction. The research status, contents and methods of ecological civilization construction and the development of green science and technology at home and abroad are discussed in detail. The second part defines the ecological civilization demonstration area and the concept of green science and technology reasonably. The third part can effectively promote the development of ecological economy and the rational use of energy resources from the green science and technology. Promoting the improvement of the natural ecological environment, To promote the optimization of ecological living environment and the prosperity of ecological culture and the construction of ecological civilization first demonstration zone to provide policy guidance and administrative support for green science and technology, the paper expounds the construction of ecological civilization in Jiangxi in advance demonstration. The positive interaction between district and green technology; Part 4th combs the present situation and existing problems of ecological civilization demonstration zone construction and green science and technology development in Jiangxi Province, and analyzes the reasons for it. Part 5th summarizes the developed provinces and cities in China. The experience of the development of green science and technology in developed countries in Asia and in Europe and the United States and in Europe and the United States, and further analysis of its enlightenment to the construction of the ecological civilization pilot zone in Jiangxi. 6th through the establishment of a green science and technology concept to enhance the ability of green science and technology innovation, The four ways of promoting the industrialization of green science and technology and strengthening the construction of green science and technology system to explain how to develop green science and technology to support the construction of the ecological civilization demonstration zone in Jiangxi; part 7th is the conclusion of this paper. It is helpful to clarify the relationship between green science and technology and the construction of ecological civilization demonstration zone, to find the close combination of the two, and to provide theoretical and decision-making reference for the construction of ecological civilization first demonstration zone in Jiangxi Province. It is beneficial to explore the relevant countermeasures for the effective implementation of green science and technology to support the construction of ecological civilization, to build a "Jiangxi model" for beautiful China, and to provide experience and model reference for the construction of national ecological civilization.
