【摘要】：為重新辨識(shí)中國(guó)通過(guò)產(chǎn)出調(diào)整實(shí)現(xiàn)碳減排目標(biāo)的關(guān)鍵行業(yè)并制定差異化減排策略,避免對(duì)經(jīng)濟(jì)增長(zhǎng)和就業(yè)造成負(fù)面沖擊,編制2012年細(xì)化社會(huì)核算矩陣,計(jì)算了各細(xì)分行業(yè)產(chǎn)出調(diào)整的總碳排放、總增加值和總就業(yè)影響乘數(shù)。同時(shí),設(shè)計(jì)并計(jì)算了31個(gè)細(xì)分行業(yè)的碳減排增加值犧牲系數(shù)和碳減排就業(yè)犧牲系數(shù),在此基礎(chǔ)上,把所有細(xì)分行業(yè)分為低犧牲組、高犧牲組和中等犧牲組三個(gè)組別,其中低犧牲組和高犧牲組是中國(guó)通過(guò)產(chǎn)出調(diào)整實(shí)施碳減排目標(biāo)的關(guān)鍵行業(yè)。對(duì)于低犧牲組5個(gè)行業(yè),宜采用強(qiáng)制減排策略,對(duì)高犧牲組9個(gè)行業(yè),宜采用低排放發(fā)展策略,而對(duì)中等犧牲組,宜采用限排策略。依增加值犧牲系數(shù)和就業(yè)犧牲系數(shù)進(jìn)行碳減排行業(yè)分組比傳統(tǒng)的依行業(yè)碳排放總量進(jìn)行分組要全面、準(zhǔn)確。
[Abstract]:In order to re-identify the key industries in China to achieve carbon emission reduction targets through output adjustment and formulate differentiated emission reduction strategies to avoid negative impacts on economic growth and employment, a detailed social accounting matrix was compiled in 2012. The total carbon emissions, the total added value and the total employment impact multiplier of the output adjustment of each subdivision industry are calculated. At the same time, the sacrifice coefficient of carbon emission reduction added value and the carbon emission reduction employment sacrifice coefficient of 31 subdivision industries are designed and calculated. Divide all subsectors into three groups: low sacrifice group, high sacrifice group and medium sacrifice group. Among them, low sacrifice group and high sacrifice group are the key industries for China to implement carbon emission reduction targets through output adjustment. It is advisable to adopt compulsory emission reduction strategy, to adopt low emission development strategy for 9 industries in high sacrifice group, and to adopt low emission development strategy for medium sacrifice group, According to the value added sacrifice coefficient and the employment sacrifice coefficient, the carbon emission reduction industry subgroup is more comprehensive and accurate than the traditional carbon emission reduction industry group.
