【摘要】：以調(diào)查數(shù)據(jù)為研究基礎(chǔ),將社會資本分為政府與民間兩個變量,研究雙重社會資本的不同影響,運用回歸分析與結(jié)構(gòu)方程模型探討雙重社會資本、治理行為與霧霾治理績效三者間的關(guān)系。結(jié)果表明,雙重社會資本對治理行為與霧霾治理績效均有正向影響,兩種治理行為均起到正向中介作用。特別地,具有公共服務性質(zhì)的霧霾治理需要政策強制力來保障實施,號召性的信任因素與激勵行為的正向影響有限。我國霧霾治理進程需要從規(guī)范、價值觀、組織文化等多方面著手:頒布法律規(guī)范,彌補制度漏洞;增進彼此信任,加強公眾監(jiān)督;引導環(huán)保理念,發(fā)展綠色經(jīng)濟;協(xié)調(diào)多方行為,激勵資本互動。
[Abstract]:Based on the investigation data, the social capital is divided into two variables: government and folk, and the different influences of double social capital are studied, and the dual social capital is discussed by using regression analysis and structural equation model. The relationship between governance behavior and haze governance performance. The results show that dual social capital has a positive influence on governance behavior and haze governance performance, and both of them play a positive intermediary role. The haze governance with the nature of public service needs the policy enforcement force to guarantee the implementation, and the positive influence of the call trust factor and the incentive behavior is limited. Our country haze governance process needs from the standard, the value view, Organizational culture and other aspects: promulgate laws and regulations, make up the loopholes of the system; enhance mutual trust, strengthen public supervision; guide the concept of environmental protection, develop green economy; coordinate multi-party behavior, encourage the interaction of capital.
