【摘要】：構建了面板門檻模型,利用中國2000—2015年的省級面板數據,從污染排放度和政府干預程度的門檻效應出發(fā),就污染排放度對地區(qū)經濟發(fā)展的效應進行實證分析。研究發(fā)現(xiàn):第一,污染排放度對地區(qū)經濟發(fā)展的影響存在一個門檻效應,即當污染排放度大于高門檻值時,其對經濟發(fā)展產生負影響。經濟發(fā)展初期,經濟的快速發(fā)展在一定程度上可以彌補環(huán)境污染的成本;但隨著經濟發(fā)展水平的提高,經濟發(fā)展速度將放緩,而此時污染排放度對經濟發(fā)展效應為負。第二,政府干預程度大于0.206時,會使污染排放度對地區(qū)經濟發(fā)展的影響為負。在市場失靈的情況下,特別是環(huán)境污染等外部性問題,政府一定程度的干預是有效的,但過度的政府干預卻造成污染排放度對地區(qū)經濟增長有較大的負影響。
[Abstract]:A panel threshold model is constructed. Based on the provincial panel data of China from 2000 to 2015, this paper makes an empirical analysis on the effect of pollution emission on regional economic development from the threshold effect of pollution emission and the degree of government intervention. The results are as follows: first, There is a threshold effect on the regional economic development caused by the pollution discharge degree, that is, when the pollution discharge degree is greater than the high threshold, it has a negative effect on the economic development. The rapid development of economy can compensate for the cost of environmental pollution to some extent. However, with the improvement of economic development level, the speed of economic development will slow down, and at this time, the pollution emission degree has negative effect on economic development. Second, If the degree of government intervention is greater than 0.206, the impact of the degree of pollution discharge on regional economic development will be negative. In the case of market failure, especially external problems such as environmental pollution, government intervention to a certain extent is effective. However, excessive government intervention has a negative impact on regional economic growth.
