【摘要】：深入洞悉環(huán)境鄰避運動的發(fā)生邏輯,對于其有效治理至關(guān)重要。政治機會結(jié)構(gòu)理論及其分析框架可以為其打開"內(nèi)部黑箱"提供很好的理論工具。通過其"政體、精英團體、政府意愿"三個分析維度,發(fā)現(xiàn)我國環(huán)境鄰避運動具有其內(nèi)在的發(fā)生邏輯:政府能力供給與公民參與需求的非均衡性使得政體"相對封閉";精英團體特別是體制外精英所采取的"聯(lián)盟"策略;政府較低的容忍度。三者構(gòu)成了我國環(huán)境鄰避運動發(fā)生的邏輯鏈條,而三者的相反狀態(tài)則可以消除環(huán)境鄰避運動的發(fā)生。這一發(fā)現(xiàn),也為其治理提供了思路:擴大政體開放性,平衡政府能力與公眾參與的供求關(guān)系;精英團體的非正式運作可以成為彌補正式運作隱含矛盾的重要途徑;地方政府容忍度的提升可以改善環(huán)境鄰避運動雙方的緊張關(guān)系。
[Abstract]:Deeply understand the occurrence logic of environmental neighborhood motion. The theory of the structure of political opportunity and its analytical framework can provide a good theoretical tool for opening the "inner black box". It is found that the environmental avoidance movement in China has its inherent logic: the disequilibrium between the supply of government capacity and the demand for citizen participation makes the polity "relatively closed"; The "alliance" strategy adopted by elite groups, especially those outside the system; The lower tolerance of the government. The three constitute the logical chain of the occurrence of the environmental avoidance movement in China, and the opposite state of the three can eliminate the occurrence of the environmental neighbor avoidance movement. It also provides some ideas for its governance: to expand the openness of the polity and to balance the supply and demand relationship between government capacity and public participation; The informal operation of elite group can be an important way to remedy the implicit contradiction in formal operation. Increased tolerance by local governments can improve tensions between the two sides of the environmental avoidance movement.
