【摘要】：目前,清潔生產(chǎn)審核的實(shí)踐大都停留在單個(gè)企業(yè)的層次上,且清潔生產(chǎn)審核的關(guān)注點(diǎn)主要在生產(chǎn)過(guò)程,具有一定的局限性。清潔生產(chǎn)的理論研究已經(jīng)拓展到區(qū)域?qū)哟?本文在區(qū)域清潔生產(chǎn)理論的基礎(chǔ)上,結(jié)合產(chǎn)業(yè)園區(qū)內(nèi)實(shí)際,將審核時(shí)僅關(guān)注生產(chǎn)過(guò)程向產(chǎn)品的全生命周期及服務(wù)拓展,從而探索適合產(chǎn)業(yè)園區(qū)企業(yè)清潔生產(chǎn)審核的途徑和方法,提高審核工作效率。產(chǎn)業(yè)園區(qū)企業(yè)清潔生產(chǎn)審核的途徑有7+1+1條:即原輔材料和能源、技術(shù)工藝、設(shè)備、過(guò)程控制、廢棄物、管理、員工以及產(chǎn)品和服務(wù)。對(duì)產(chǎn)品這個(gè)途徑增加從產(chǎn)品全生命周期的5+1個(gè)環(huán)節(jié)(原材料采掘、原材料生產(chǎn)、產(chǎn)品制造、產(chǎn)品使用、用后處理以及產(chǎn)品生態(tài)設(shè)計(jì))去審核;服務(wù)這條途徑是指從企業(yè)提供的服務(wù)出發(fā),尋找在滿(mǎn)足客戶(hù)的需求下,能更好的提供服務(wù)質(zhì)量,或者更好的節(jié)約能源和資源。采用“點(diǎn)+面”審核方式進(jìn)行產(chǎn)業(yè)園區(qū)企業(yè)的清潔生產(chǎn)審核:對(duì)于點(diǎn)上的審核,先把企業(yè)分為生產(chǎn)型、研發(fā)型、服務(wù)型,利用現(xiàn)場(chǎng)考察與資料調(diào)查法、近三年原輔料及能源消耗變化法、指標(biāo)體系評(píng)價(jià)法、物料平衡法進(jìn)行審核,并從9條途徑去發(fā)現(xiàn)企業(yè)清潔生產(chǎn)的潛力;對(duì)于面上的審核,就是從園區(qū)整體出發(fā),尋找企業(yè)與企業(yè)之間的產(chǎn)業(yè)鏈,從而達(dá)到廢物最小化的要求。在審核方案的形成上,增加了從產(chǎn)品全生命周期及服務(wù)這2條途徑出發(fā)所形成的方案。這些方案可能對(duì)企業(yè)自身產(chǎn)生的效益不大,但對(duì)其他企業(yè)、園區(qū)乃至社會(huì)有一定的經(jīng)濟(jì)或環(huán)境效益,這部分效益也應(yīng)該算作企業(yè)清潔生產(chǎn)審核的績(jī)效。最后,將確定的審核途徑和方法應(yīng)用于蘇州國(guó)家環(huán)保產(chǎn)業(yè)園的清潔生產(chǎn)審核實(shí)踐,初步驗(yàn)證了該方法的適用性。并用新的效果核算方法對(duì)產(chǎn)業(yè)園內(nèi)企業(yè)進(jìn)行清潔生產(chǎn)的效果進(jìn)行核算。本文對(duì)產(chǎn)業(yè)園區(qū)企業(yè)清潔生產(chǎn)審核途徑和方法的探討,對(duì)推進(jìn)區(qū)域?qū)哟蔚那鍧嵣a(chǎn)提供一定的參考,有利于區(qū)域清潔生產(chǎn)水平的整體提高。
[Abstract]:At present, the practice of cleaner production audit mostly stays on the level of a single enterprise, and the focus of cleaner production audit is mainly on the production process. Cleaner production theory research has been extended to the regional level, this paper based on the regional cleaner production theory, combined with the actual industry park. The audit will only focus on the production process to the entire product life cycle and service expansion, so as to explore suitable for industrial park enterprises cleaner production audit ways and methods. Improving the efficiency of audit work. There are 7.11 ways of clean production audit in industrial park enterprises: raw and auxiliary materials and energy, technical process, equipment, process control, waste, management. Employees and products and services. This approach to products adds 51 links from the entire product lifecycle (raw material extraction, raw material production, product manufacturing, product use). Use post-treatment and product ecological design) to audit; The way of service is from the service provided by enterprises, looking for better service quality to meet the needs of customers. Or better save energy and resources. Adopt the "point-face" audit method to conduct cleaner production audit of industrial park enterprises: for the audit on the point, the enterprises are divided into production type, R & D type and service type. Using field inspection and data investigation method, the change of raw and auxiliary materials and energy consumption in recent three years, index system evaluation method, material balance method to audit, and from 9 ways to discover the potential of cleaner production in enterprises; For the surface audit, is from the park as a whole, looking for the industrial chain between enterprises and enterprises, so as to achieve the requirement of waste minimization. It adds the solutions from the whole product life cycle and the service. These solutions may not benefit the enterprise itself, but they are not good for other enterprises. The park and even the society have certain economic or environmental benefits, this part of the benefits should also be counted as the performance of enterprise cleaner production audit. Finally. The established audit approaches and methods will be applied to the practice of cleaner production audit in Suzhou National Environmental Protection Industrial Park. The applicability of this method is preliminarily verified. The effect of cleaner production in industrial park enterprises is calculated with a new effect accounting method. This paper discusses the ways and methods of cleaner production audit in industrial park enterprises. It provides some reference for promoting cleaner production at regional level, and is beneficial to the overall improvement of regional cleaner production level.
