【摘要】：基于生產(chǎn)者責(zé)任原則,提出了行業(yè)能耗碳理念并構(gòu)建了行業(yè)能耗碳指標(biāo);基于消費(fèi)者責(zé)任原則,提出了行業(yè)責(zé)任碳理念并構(gòu)建了行業(yè)責(zé)任碳指標(biāo)。證明了兩者均為性質(zhì)優(yōu)良的碳排放考核指標(biāo)。利用上述兩種指標(biāo),核算并比較了1997年、2002年、2007年和2012年中國的行業(yè)碳排放。結(jié)果表明:中國的行業(yè)碳排放呈現(xiàn)出5種典型特征,其中能耗碳型關(guān)鍵行業(yè)的碳排放以能耗碳較多且能耗碳責(zé)任碳率較大為特征,能耗碳型一般行業(yè)以能耗碳責(zé)任碳率較大為特征,責(zé)任碳型關(guān)鍵行業(yè)以責(zé)任碳較多且責(zé)任碳能耗碳率較大為特征,責(zé)任碳型一般行業(yè)以責(zé)任碳能耗碳率較大為特征,普通行業(yè)以能耗碳與責(zé)任碳比較接近為特征;這些特征在研究期間均較為穩(wěn)定。建議根據(jù)不同類型行業(yè)的碳排放特征有側(cè)重地考核其碳排放責(zé)任,并有針對性地實(shí)施碳減排政策。
[Abstract]:Based on the principle of producer responsibility, the idea of energy consumption carbon in industry is put forward and the index of energy consumption carbon in industry is constructed. Based on the principle of consumer responsibility, the concept of industry responsibility carbon is put forward and the index of industry responsibility carbon is constructed. The industrial carbon emissions of China in 1997, 2002, 2007 and 2012 are calculated and compared. The results show that there are five typical characteristics of industry carbon emissions in China. The carbon emission of the key industries of energy consumption and carbon type is characterized by more energy consumption carbon and higher carbon responsibility carbon ratio, while the energy consumption carbon type industry is characterized by higher energy consumption carbon responsibility carbon ratio. The key industries of the responsible carbon type are characterized by more responsible carbon and higher energy consumption and carbon ratio of the responsible carbon, generally the responsible carbon industry is characterized by the higher responsible carbon energy consumption carbon ratio, and the common industry is characterized by the similarity between the energy consumption carbon and the responsibility carbon. These characteristics are relatively stable during the study period. It is suggested that according to the carbon emission characteristics of different types of industries, the responsibility of carbon emission should be assessed emphatically, and the policies of carbon emission reduction should be implemented accordingly.
