【摘要】："三線一單"即生態(tài)保護(hù)紅線、環(huán)境質(zhì)量底線、資源利用上線和環(huán)境準(zhǔn)入負(fù)面清單。本文結(jié)合地方實(shí)踐和"三線一單"技術(shù)指南的研究,介紹了"三線一單"的主要內(nèi)容和特點(diǎn),提出"三線一單"構(gòu)建的基本思路和應(yīng)用構(gòu)想,建議從加快制定"三線一單"技術(shù)指南,組織開(kāi)展全國(guó)不同區(qū)域、不同生態(tài)環(huán)境類型的"三線一單"試點(diǎn),加強(qiáng)關(guān)鍵技術(shù)方法研究與重點(diǎn)工作銜接等方面,加快構(gòu)建"三線一單"體系。
[Abstract]:"Three lines" that the ecological protection of the red line, the bottom line of environmental quality, resource utilization and environment on-line access to a negative list. Research on local practice and "three line" technical guidelines this paper introduces the main contents and characteristics of three lines of a single "," put forward the basic ideas and the application of three line the single building, recommended the development of "three lines of a single" technology guide from the accelerated, organized in different regions of the country, different types of ecological environment of the "three lines of a single" pilot, strengthening method of key technology research and key work of cohesion, accelerate the construction of the "three line" system.
