【摘要】：《巴黎協(xié)定》于2016年4月22日正式簽署,規(guī)定各國將以“國家自主貢獻”的方式應(yīng)對全球氣候變化。中國此時則提交了《強化應(yīng)對氣候變化行動——中國國家自主貢獻》的文件,向聯(lián)合國氣候變化框架公約秘書處承諾單位GDP二氧化碳排放量2030年會比2005年下降60%-65%,并在碳金融市場試點經(jīng)驗基礎(chǔ)上,穩(wěn)步推進全國統(tǒng)一碳金融市場體系建設(shè),建立碳金融市場產(chǎn)品的交易制度。由此可見,構(gòu)建我國統(tǒng)一的碳金融市場體系已成為中國如今低碳工作的當(dāng)務(wù)之急。本文選擇“構(gòu)建全國統(tǒng)一的碳金融市場體系研究”為題,通過文獻研究和經(jīng)驗分析的方法對中國碳金融市場體系的構(gòu)建進行了一次比較全面深切的探討。文章介紹了國內(nèi)和國際碳金融市場的現(xiàn)況,指出了我國在開展碳金融交易中存在的問題,總結(jié)了國外碳金融市場體系的成長經(jīng)驗及其借鑒意義。以北京、上海、天津試點碳交易市場為例,分析了各個市場的實際發(fā)展情況,發(fā)現(xiàn)了不同區(qū)域碳金融市場的碳交易價格之間存在著較大的差異,論證了我國構(gòu)建全國統(tǒng)一的碳金融市場體系的必要性。對我國成立統(tǒng)一的碳金融市場體系的可行性和路徑進行了系統(tǒng)的梳理和分析。針對中國構(gòu)建全國統(tǒng)一碳金融市場體系時可能會遇到的各種阻礙和問題,提出了統(tǒng)一碳排放管理的覆蓋范圍、統(tǒng)一配額分配方案、逐步放開CCER使用比例限制、利用試點經(jīng)驗,做好從試點向全國過渡的準(zhǔn)備等政策建議。
[Abstract]:< > in April 22, 2016 signed the Paris agreement, the provisions on "national independent countries will contribute to" the way to deal with global climate change. Chinese then submitted < strengthening action on climate change -- the file China national independent contribution ", to the United Nations Framework Convention on climate change about carbon dioxide emissions per unit of GDP secretary office promised in 2030 than in 2005 60%-65%, and on the basis of the experience of the pilot carbon finance market, steadily promote the unified national carbon financial market system construction, the establishment of carbon financial products in the market trading system. Thus, building the carbon financial market system in China has become a pressing matter of the moment Chinese unified now low carbon work. This paper chooses to build on the topic of" carbon finance market the system of national unity, through the method of literature analysis of research and experience of the construction of the carbon financial market system of a Chinese A comprehensive study on deeply. This paper introduces the current status of domestic and international carbon finance market, pointed out that China's development in the presence of carbon in financial transactions, summed up the carbon financial market system of foreign experience and its significance in Beijing, Shanghai, Tianjin pilot carbon trading market as an example, analyzes the actual development situation in all markets, found that there are great differences between the price of carbon trading in different regions of the carbon finance market, demonstrates the necessity of constructing a unified national carbon financial market system in our country. In our country the establishment of a unified carbon financial market system, the feasibility and path of systematic analysis. According to the various obstacles and the problem may be encountered China to build a unified national carbon finance market system, put forward the unified coverage of carbon emissions management, unified quota allocation scheme, the gradual liberalization of the ratio of CCER For example, we should make use of the pilot experience to make preparations for the transition from the pilot to the whole country.
