【摘要】：當(dāng)前,經(jīng)濟飛速發(fā)展、科技日益進步、人類生活水平與質(zhì)量不斷提高,與此同時,種種社會進步所帶來的一系列現(xiàn)實問題擺在人類面前:礦產(chǎn)、水等自然資源使用量過大,河流、湖泊等水體遭到嚴重污染和破壞,已經(jīng)威脅到人類社會的可持續(xù)發(fā)展。提高自然資源利用率,節(jié)能減排,維護生態(tài)環(huán)境質(zhì)量,避免由于過度追求經(jīng)濟利益而導(dǎo)致環(huán)境效益的低下,促進經(jīng)濟、社會與環(huán)境的可持續(xù)發(fā)展成為人類共同關(guān)注的問題。而當(dāng)今,鄱陽湖生態(tài)經(jīng)濟區(qū)是一個以護衛(wèi)生態(tài)、發(fā)展經(jīng)濟為重要戰(zhàn)略構(gòu)思的經(jīng)濟特區(qū),為達成鄱陽湖生態(tài)經(jīng)濟區(qū)文明示范區(qū)的建設(shè)目標(biāo),對該地區(qū)礦產(chǎn)資源開發(fā)的生態(tài)效率進行評價和研究就顯得十分重要。而要達到系統(tǒng)量化鄱陽湖生態(tài)經(jīng)濟區(qū)建設(shè)目標(biāo)的實現(xiàn)程度的目標(biāo),就必須要使用到生態(tài)效率評價的手段,而鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)資源十分豐富,所以本論文基于這一點,對這一地區(qū)的礦產(chǎn)資源開發(fā)中的生態(tài)效果進行評價,對于實現(xiàn)鄱陽湖生態(tài)經(jīng)濟區(qū)的可持續(xù)發(fā)展具有重要的理論意義和現(xiàn)實意義。本文以生態(tài)效率理論為主線,系統(tǒng)分析了鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)開發(fā)生態(tài)效率該如何進行測度,著重研究礦產(chǎn)開發(fā)對鄱陽湖生態(tài)經(jīng)濟區(qū)生態(tài)系統(tǒng)和生態(tài)環(huán)境的影響,建立了鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)開發(fā)生態(tài)效率測度的評價指標(biāo)體系和綜合評價模型,并對該地區(qū)礦產(chǎn)開發(fā)的生態(tài)效率進行了合理的評價,為鄱陽湖生態(tài)經(jīng)濟區(qū)的礦業(yè)制定有效措施和戰(zhàn)略等決策提供了科學(xué)依據(jù)。另外,本文最后會針對性的提出一些建議,將有利于改善該地區(qū)環(huán)境質(zhì)量,進而推動礦業(yè)經(jīng)濟的健康發(fā)展,達成江西省生態(tài)文明示范省建設(shè)的目標(biāo)。本課題主要研究了五個方面的內(nèi)容:一是系統(tǒng)梳理和總結(jié)了生態(tài)效率及其相關(guān)理論體系的內(nèi)容,為后續(xù)的生態(tài)效率評價提供理論基礎(chǔ)和依據(jù);二是搜集和整理有關(guān)鄱陽湖生態(tài)經(jīng)濟區(qū)基本概況及其礦產(chǎn)資源開發(fā)現(xiàn)狀的基礎(chǔ)資料,使大家對鄱陽湖生態(tài)經(jīng)濟區(qū)的礦產(chǎn)資源概況有所了解;三是參考和借鑒國內(nèi)外生態(tài)效率指標(biāo)的設(shè)計方法,為后續(xù)對鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)資源開發(fā)進行生態(tài)效率評價構(gòu)建一個完整的生態(tài)效率評價指標(biāo)體系;四是采用合適的生態(tài)效率評價方法測度鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)資源開發(fā)的生態(tài)效率,從而了解和把握鄱陽湖生態(tài)經(jīng)濟區(qū)礦產(chǎn)資源開發(fā)的生態(tài)效率的現(xiàn)狀和趨勢;五是根據(jù)所得到的評價結(jié)果并進行分析,提出了針對性的政策和建議。
[Abstract]:At present, the rapid development of economy, science and technology progress, and constantly improve the level and quality of human life, at the same time, a series of practical problems of social progress brought before human, mineral water and other natural resources, the use of a large amount of rivers, lakes and other water bodies suffered serious pollution and destruction has threatened the sustainable development of human society. Improve the utilization of natural resources, energy conservation, protect the ecological environment quality, to avoid the excessive pursuit of economic interests and lead to environmental benefits are low, promote economic, social and environmental sustainable development has become a common concern of humankind. Nowadays, the Ecological Economic Zone of Poyang Lake is an order to protect the ecology, economic development is a special economic zone an important strategic concept, to reach the Poyang Lake Ecological Economic Zone civilization demonstration zone construction target, evaluate the ecological efficiency of the exploitation of mineral resources in the area And it is important to study. In order to realize the extent to achieve the goal of quantitative system of Poyang Lake ecological economic zone construction goal, we must use eco efficiency evaluation method, and the mineral resources ecological economic zone of Poyang Lake is very rich, so this paper based on this point, to evaluate the ecological effect of the exploitation of mineral resources in this area in, has important theoretical significance and practical significance for the realization of sustainable development of the ecological economic zone of Poyang Lake. Based on the theory of eco efficiency as the main line, analyzed the ecological economic zone of Poyang Lake mineral development how to measure the ecological efficiency, focuses on the impact of mineral resources development on the ecological system of Poyang Lake ecological economic zone and ecological environment, establish the evaluation index system and comprehensive evaluation of the ecological economic zone of Poyang Lake eco efficiency mineral development measure model, and the mineral area The ecological efficiency of the development and rational evaluation, provide scientific basis for the ecological economic zone of Poyang Lake mining industry to develop effective measures and strategic decision. In addition, this paper will finally put forward some suggestions that will help to improve the environmental quality in this area, and promote the healthy development of mining economy, an ecological civilization construction in Jiangxi Province demonstration province goal. This paper mainly studies five aspects: one is the system summarizes the system of eco efficiency and its related theory, provide the theoretical foundation and basis for the ecological efficiency of subsequent evaluation; two is the basis of data collecting and sorting out the basic situation of the Poyang Lake ecological economic zone and the status of mineral resources development we understand, the general situation of mineral resources of the ecological economic zone of Poyang Lake; three is the reference and the design method of domestic and international eco efficiency index, For the subsequent development of mineral resources of Poyang Lake ecological economic zone ecological efficiency evaluation to build a complete eco efficiency evaluation index system; four is the use of mineral resources development and ecological efficiency evaluation method to measure the Poyang Lake ecological economic zone ecological efficiency suitable, the status and trends of ecological efficiency so as to understand and grasp the development of mineral resources ecological economic zone of Poyang Lake five; according to the evaluation results and analysis, put forward specific policy proposals.
