【摘要】:污水環(huán)保項目的建設(shè)關(guān)系著國計民生。我國的“十三五”規(guī)劃中提出要對水資源實行最為嚴格的管理制度,對水價改革積極推進,這勢必會帶動節(jié)水和廢水等項目的發(fā)展!秶倚滦统擎(zhèn)化規(guī)劃(2014-2020年)》明確指出要加強對污水設(shè)施的建設(shè)。由此可見,在我國污水處理行業(yè)有著巨大的發(fā)展?jié)摿。目?大多PPP項目的風(fēng)險管理研究是圍繞著基礎(chǔ)設(shè)施進行的,專門針對污水環(huán)保PPP項目的風(fēng)險管理研究還不是特別深入。本文研究主要針對污水環(huán)保PPP項目存在問題,站在社會資本方的角度,運用風(fēng)險管理相關(guān)知識,結(jié)合實際案例,總結(jié)PPP模式在污水處理行業(yè)建設(shè)中風(fēng)險管理的成功經(jīng)驗,有助于為以后的類似項目提供借鑒。本文采用文獻綜述、歸納總結(jié)、對比分析等研究方法行文,首先對污水環(huán)保PPP項目的風(fēng)險管理知識體系進行分析和研究;其次,筆者通過有效的分析和總結(jié),識別出污水環(huán)保PPP項目的主要風(fēng)險因素,并進行評估,采取有效的控制措施;最后,為了增加行文的有效性和科學(xué)性,筆者結(jié)合實際案例,采用案例驗證的方法,從正面的角度對前文理論知識進行分析和論證,有理有據(jù)的分析污水環(huán)保PPP項目的風(fēng)險管理過程。歸納起來,本文研究主要集中在以下五個方面:一是通過文獻綜述概括了國內(nèi)外對PPP項目及污水環(huán)保PPP項目的風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對等相關(guān)研究,對風(fēng)險管理現(xiàn)狀進行了解;二是詳細介紹了 PPP的主要模式及風(fēng)險管理過程中采用的方法,并進行歸納總結(jié),為后文污水環(huán)保PPP項目風(fēng)險管理的實際操作提供理論基礎(chǔ);三是介紹了我國污水環(huán)保PPP項目的常見模式,即BOT模式及TOT模式,根據(jù)不同的模式歸納總結(jié)出主要風(fēng)險因素,共13大類,50項風(fēng)險因素;并介紹了基于層次分析法的模糊綜合評價法的運用過程;四是通過大量的案例歸納總結(jié)出合理的污水環(huán)保PPP項目風(fēng)險分配方案,與PPP項目中風(fēng)險的一般分配方案進行對比分析,解釋出現(xiàn)差異的原因,制定適合社會資本方的風(fēng)險分擔(dān)調(diào)整機制,然后根據(jù)風(fēng)險層級逐條提出有效的控制措施;五是通過實際案例,運用風(fēng)險識別方法識別出該項目中的12類風(fēng)險,共35項風(fēng)險因素,運用基于層次分析法的模糊綜合評價法進行風(fēng)險評估,建立風(fēng)險層次模型,得出該項目屬于低風(fēng)險項目,風(fēng)險重要度從大到小的排序為:政治風(fēng)險、金融風(fēng)險、法律風(fēng)險、融資風(fēng)險、不可抗力風(fēng)險、施工風(fēng)險、社會風(fēng)險、生產(chǎn)風(fēng)險、市場風(fēng)險、第三方風(fēng)險、設(shè)計風(fēng)險、合作者關(guān)系風(fēng)險,根據(jù)評估結(jié)果提出風(fēng)險分配方案,并針對風(fēng)險層級對各類風(fēng)險進行控制,以此驗證風(fēng)險管理在污水環(huán)保PPP項目的重要性及其過程。
[Abstract]:The construction of sewage environmental protection projects is related to the national economy and the people's livelihood. In the 13th Five-Year Plan of our country, it is proposed to implement the strictest management system for water resources and actively promote the reform of water prices. This will certainly lead to the development of water-saving and waste-water projects. The National New urbanization Plan 2014-2020 clearly points out that the construction of sewage facilities should be strengthened. There is great development potential in sewage treatment industry in China. At present, most of the risk management research of PPP projects is carried out around the infrastructure. The research on risk management of PPP project is not especially deep. This paper mainly focuses on the problems of sewage environmental protection PPP project, standing in the perspective of social capital. Using risk management related knowledge, combined with practical cases, summed up the successful experience of risk management in the construction of sewage treatment industry based on PPP model, which is helpful to provide reference for similar projects in the future. This paper adopts literature review. Summary, comparative analysis and other research methods, first of all, the sewage environmental protection PPP project risk management knowledge system analysis and research; Secondly, through the effective analysis and summary, the author identifies the main risk factors of the sewage environmental protection PPP project, and carries on the appraisal, takes the effective control measure; Finally, in order to increase the validity and scientific nature of the text, the author combined with practical cases, using the method of case verification, from a positive perspective to the theoretical knowledge of the previous analysis and demonstration. Reasonable analysis of the sewage environmental protection PPP project risk management process. Summed up. This paper mainly focuses on the following five aspects: first, through a literature review summarized the domestic and foreign PPP project and sewage environmental protection PPP project risk identification, risk assessment, risk response and other related research. To understand the current situation of risk management; Secondly, the paper introduces the main mode of PPP and the methods of risk management in detail, and summarizes it in order to provide the theoretical basis for the practical operation of PPP project of sewage protection. Thirdly, it introduces the common modes of PPP project of sewage protection in China, that is, BOT mode and TOT mode. According to the different models, the main risk factors are summarized, there are 13 categories and 50 risk factors. The application process of fuzzy comprehensive evaluation method based on AHP is introduced. Fourth, through a large number of cases summed up a reasonable sewage environmental protection PPP project risk allocation scheme, compared with the general allocation of risk in the PPP project, explain the reasons for the difference. To establish a risk-sharing adjustment mechanism suitable for social capital, and then propose effective control measures according to the risk level; Five is through the actual case, uses the risk identification method to identify 12 kinds of risks in this project, altogether 35 risk factors, uses the fuzzy comprehensive evaluation method based on the analytic hierarchy process to carry on the risk evaluation. Establish the risk hierarchy model, the project is a low-risk project, risk importance from large to small ranking is: political risk, financial risk, legal risk, financing risk, force majeure risk, construction risk. Social risk, production risk, market risk, third party risk, design risk, partner relationship risk, according to the evaluation results, put forward the risk allocation scheme, and control all kinds of risk according to the risk level. In order to verify the importance of risk management in sewage environmental protection PPP project and its process.
