【摘要】：我國生態(tài)環(huán)境保護和生態(tài)補償以《國家主體功能區(qū)規(guī)劃》為指導(dǎo),空間上劃分出國家重點生態(tài)功能區(qū)作為生態(tài)環(huán)境保護的重點范圍并對其進行旨在生態(tài)補償?shù)闹醒胴斦D(zhuǎn)移支付。現(xiàn)階段對轉(zhuǎn)移支付的生態(tài)保護效應(yīng)研究大多集中于政策解讀和理論分析,實證研究相對不足,該制度2009年實施以來已有七八年時間,具備了開展實證研究的基礎(chǔ)。文章以陜西省33個國家重點生態(tài)功能區(qū)為研究樣本,在按各縣級政府財政收入高低進行分組之后,實證分析了整體樣本、高財政收入樣本和低財政收入樣本的生態(tài)補償轉(zhuǎn)移支付對生態(tài)環(huán)境質(zhì)量指數(shù)的促進效應(yīng)。整體回歸結(jié)果顯示,轉(zhuǎn)移支付對生態(tài)環(huán)境質(zhì)量的改善起到了重要的促進作用,影響系數(shù)顯著為正,陜西省國家重點生態(tài)功能區(qū)所在縣級政府的生態(tài)環(huán)境質(zhì)量自2009年以來,呈現(xiàn)"基本穩(wěn)定,逐漸好轉(zhuǎn)"的趨勢,與國家重點生態(tài)功能區(qū)轉(zhuǎn)移支付的激勵作用密不可分,同時,財政收入水平對生態(tài)環(huán)境質(zhì)量具有顯著的影響,且財政收入水平越高,轉(zhuǎn)移支付對生態(tài)效益產(chǎn)出的促進作用越大。分組回歸結(jié)果顯示,高財政收入的國家重點生態(tài)功能區(qū)的轉(zhuǎn)移支付影響系數(shù)要大于低財政收入的國家重點生態(tài)功能區(qū)轉(zhuǎn)移支付的影響系數(shù),這表明將轉(zhuǎn)移支付撥付給高財政收入組更有效率。因此從效率角度看,現(xiàn)階段國家重點生態(tài)功能區(qū)轉(zhuǎn)移支付的標(biāo)準(zhǔn)即縣級政府財政收支缺口符合公平原則,但相對缺乏效率,以財政收支缺口為補償標(biāo)準(zhǔn)的方式不利于轉(zhuǎn)移支付效率提升,對生態(tài)環(huán)境質(zhì)量改善作用有待進一步挖掘。最后文章基于兼顧效率與公平視角提出了充分發(fā)揮轉(zhuǎn)移支付生態(tài)保護激勵效應(yīng),提高生態(tài)環(huán)境質(zhì)量的政策建議。
[Abstract]:Ecological environmental protection and ecological compensation in China are guided by the Plan of National main function area. The national key ecological function areas are divided into the key areas of ecological environment protection and the central fiscal transfer payment aiming at ecological compensation is carried out. At this stage, the research on the ecological protection effect of transfer payment is mostly concentrated. In the policy interpretation and theoretical analysis. Empirical research is relatively inadequate, the system has been implemented since 78 time, with the basis of empirical research. This paper takes 33 key ecological functional areas of Shaanxi Province as the research sample. After grouping according to the fiscal revenue of each county government, the paper empirically analyzes the overall sample. The effect of ecological compensation transfer payment on eco-environmental quality index of high fiscal revenue sample and low fiscal revenue sample. The overall regression results show that. Transfer payment plays an important role in promoting the improvement of ecological environment quality, and the influence coefficient is significantly positive. Since 2009, the ecological environment quality of the county government in the state key ecological function area of Shaanxi Province has been improved. The trend of "basic stability and gradual improvement" is closely related to the incentive effect of the transfer payment in the national key ecological functional areas. At the same time, the level of fiscal revenue has a significant impact on the quality of the ecological environment. And the higher the level of fiscal revenue, the greater the contribution of transfer payment to ecological benefit output. The influence coefficient of the transfer payment of the national key ecological function areas with high fiscal revenue is greater than that of the national key ecological function areas with low fiscal revenue. This indicates that it is more efficient to allocate transfer payment to the group of high financial income. Therefore, from the point of view of efficiency, the standard of transfer payment in key ecological functional areas of the state at present, namely, the gap of fiscal revenue and expenditure of county-level governments, conforms to the principle of fairness. But the relative lack of efficiency, the gap in fiscal revenue and expenditure as a compensation standard is not conducive to the efficiency of transfer payments. Finally, based on the perspective of efficiency and equity, the paper puts forward some policy suggestions to give full play to the incentive effect of ecological protection of transfer payment and to improve the quality of ecological environment.
