【摘要】：霧霾污染具有明顯的溢出性、跨界性,擴(kuò)散范圍大、持續(xù)時間長、殺傷力強(qiáng),若得不到精準(zhǔn)治理,極易影響生產(chǎn)生活,危及生命健康�？v觀長三角地區(qū)的上海市世博會、南京青奧會以及杭州G20峰會等幾次國際賽事期間大氣治理,中央行政命令驅(qū)動長三角區(qū)域政府協(xié)作,霧霾聯(lián)防聯(lián)治在短期內(nèi)取得明顯的成效。但是地方政府是理性的經(jīng)濟(jì)人,基于地方利益視角考量合作的強(qiáng)度,一旦中央壓力消失,合作治理經(jīng)常遭遇議而不決、決而不行的尷尬。府際協(xié)作治理受到內(nèi)外部環(huán)境的掣肘流于形式,加上規(guī)范化協(xié)作機(jī)制的缺失、權(quán)威協(xié)作組織的缺位以及區(qū)域府際利益博弈,霧霾協(xié)作治理常常陷入獨(dú)木難支的困境。文章從長三角“賽會空氣”治理案例切入,從理念認(rèn)知偏差、利益競爭博弈、行政區(qū)劃僵化、協(xié)作機(jī)制失靈等四個維度剖析霧霾府際協(xié)作治理困境的原因,并通過矯正協(xié)作理念、平衡主體利益、建立協(xié)作組織以及規(guī)范府際協(xié)作機(jī)制等途徑,形成長效的府際合作治理機(jī)制,化解霧霾府際協(xié)作治理的難題。
[Abstract]:Haze pollution has obvious spillover and cross-border nature. It has a wide spread range, long duration and strong lethality. If we do not get precise treatment, it will easily affect production and life, and endanger life and health. In the Yangtze River Delta region of Shanghai city World Expo, Nanjing Youth Olympic Games and the Hangzhou G20 summit and other international events during several times of atmospheric governance, the central administrative command driven government collaboration in the Yangtze River Delta region, haze prevention achieved remarkable results in the short term. But the local government is a rational economic person, cooperation of local interests perspective based on strength, once the central pressure disappeared, cooperative governance often encounter indecisive, and must not do the embarrassment. Intergovernmental cooperation governance by the internal and external environment of the constraints of a mere formality, plus the lack of specification and coordination mechanism of the authority of cooperative organization and the absence of regional intergovernmental benefit gambling, cooperative governance haze often fall into the plight of them. Starting from the Yangtze River Delta "will air" case management, from the concept of cognitive bias, interest competition game, rigid administrative divisions and cooperation mechanism of failure analysis of four dimensions of intergovernmental collaboration haze Governance Dilemma of reason, and through cooperation ideas, interests balance correction, establish cooperative organization and standardize the way of intergovernmental cooperation mechanism, the formation of the long-term governance mechanism of intergovernmental cooperation, intergovernmental cooperation to resolve the problem of haze governance.
