【摘要】：根據(jù)水貧困的相關(guān)理論,以煤炭開采與碳排放為研究切入點(diǎn),提出新的概念“碳貧困”,并指出其主要特征。實(shí)地調(diào)研顯示,六盤水煤炭資源豐富,出現(xiàn)“富饒的貧困”是一種灰碳貧困,原因與煤炭價(jià)格、宏觀政策、產(chǎn)業(yè)結(jié)構(gòu)、分配機(jī)制、農(nóng)民權(quán)利密切相關(guān),破解灰碳貧困的關(guān)鍵是以綠色發(fā)展理念為指引,大力發(fā)展循環(huán)經(jīng)濟(jì),積極培育接續(xù)替代產(chǎn)業(yè),爭取碳交易的市場化補(bǔ)償,創(chuàng)新資源開發(fā)補(bǔ)償方式,拓展農(nóng)民發(fā)展權(quán),從而實(shí)現(xiàn)精準(zhǔn)脫貧。
[Abstract]:According to the related theory of water poverty, the new concept "carbon poverty" is put forward with coal mining and carbon emission as the breakthrough point, and its main characteristics are pointed out. Investigation shows that Liupanshui is rich in coal resources, the "rich poverty" is a kind of ash carbon poverty causes and coal prices, macroeconomic policy, industrial structure, distribution mechanism, farmers' rights are closely related to key poverty is to crack the ash carbon green development concept as guidance, vigorously develop the circular economy, and actively cultivate the connection alternative industry, market compensation for carbon trading, innovation resource development compensation, expand farmers' development rights, so as to achieve precise poverty.
