【摘要】：現(xiàn)代民主應(yīng)該具有雙重面相,即"論辯"與"共識(shí)"。"論辯"主要基于自由主義理論描述和刻畫的"參與"和"反對",表現(xiàn)為競爭者可以在公共議題、公共政策、政府當(dāng)局等層面展開爭論;"共識(shí)"指的是政治參與者(特別是政黨)在競爭中必須堅(jiān)決地持守對民族國家、民主體制和選舉程序的認(rèn)同,它是支撐"論辯"有效運(yùn)作的前置性規(guī)則。"共識(shí)"的穩(wěn)定性決定了民主政治整體的穩(wěn)定性,這既取決于競爭主體(政黨)的自愿認(rèn)同,更需要運(yùn)用強(qiáng)制的手段對之加以維護(hù)和保障�？傊F(xiàn)代民主政治既需"論辯"的顯性"爭吵",更應(yīng)有"共識(shí)"的隱性"和聲"。
[Abstract]:Modern democracy should have double faces , namely , " debate " and " consensus " . " Argument " is mainly based on the theory of liberalism and the " participation " and " opposition " , which is characterized by the fact that the competitor can hold a debate on the national , public policy , government authorities and so on in the competition . " Consensus " refers to the stability of the whole democratic political entity in the competition . It depends both on the voluntary identification of the competition subject ( party ) and the need to apply the coercive means to safeguard and safeguard it . In short , the modern democratic politics needs the explicit " quarrel " of " debate " and the tacit " harmony " of " consensus " .
