【摘要】：正韓非子具有豐富的治吏思想,他曾明確強調(diào)"明主治吏不治民"。(《韓非子·外儲說右下》,下引《韓非子》只注篇名)整部《韓非子》足有十萬余言,半數(shù)以上的篇幅均在探討如何治吏的問題。然而,現(xiàn)代中國學(xué)界對此并未予以足夠的關(guān)注與研究。原因在于,現(xiàn)代學(xué)者多從政體理論人手去分析治吏問題,認為"君主政體"(或者如坊間所謂"君主專制")乃是產(chǎn)生腐敗之根源,而在此政體之
[Abstract]:Zheng Han Feizi has a rich thought of administering officials, and he has clearly stressed that "the Ming Dynasty governs officials and not governs the people." (< Han Fei Zi said the lower right >, the next quote "Han Feizi" only notes the title) there are more than 100,000 words in the whole "Han Feizi". More than half of the space is devoted to the question of how to govern officials. However, modern Chinese scholars have not paid enough attention to and studied this. The reason is that modern scholars mostly analyze the problem of administering officials from the perspective of political theory, and think that "monarchy" (or "autocracy of monarchy") is the root cause of corruption, and in this political system, the "monarchy" is the root cause of corruption.
