【摘要】：政治發(fā)展道路的探索基于科學(xué)、嚴謹?shù)恼沃R生產(chǎn)。近年來興起的否決者理論提供了一種比較政治研究的替代性框架。但是,該理論也存在孤立且靜止地看待否決者、忽視縱向否決與歷時性否決等不足,其政體觀點也不夠完善。改進的政策否決模型,沿襲否決者視角,但將否決者置于政策子系統(tǒng)之中,同時將縱向否決、歷時性否決等融入其間,且基于改進的政策過程模型。政策否決模型可衍生出新的政體分類標(biāo)準(zhǔn),即決策體制集權(quán)與分權(quán)、政策變遷速度、政策制定者產(chǎn)生方式、政策子系統(tǒng)的屬性等。新的政體分類方法不僅可以破除僅僅基于民主選舉、集權(quán)/分權(quán)等來劃分政體的成見,而且為比較政治研究提供了新的分析框架。
[Abstract]:The exploration of the path of political development is based on scientific, rigorous production of political knowledge. In recent years, the theory of negator provides an alternative framework for comparative political research. However, the theory also has the shortcomings of treating negators in isolation and stillness, neglecting vertical veto and diachronic veto, and its view of polity is not perfect. The improved policy veto model follows the negator's perspective, but puts the negator in the policy subsystem, and integrates the vertical veto, the diachronic veto and so on, and based on the improved policy process model. The model of policy rejection can derive a new classification standard of government, that is, the centralization and decentralization of decision-making system, the speed of policy change, the mode of making policy makers, the attribute of policy subsystem, and so on. The new classification method of polity can not only eliminate the stereotyping of polity based only on democratic election, centralization / decentralization, but also provide a new analytical framework for comparative political research.
