【摘要】：我國正處在一個既有巨大發(fā)展?jié)摿蛣恿τ钟懈鞣N困難和風險的時期,處于一個既有機遇又有挑戰(zhàn)的時期。在這個時期,如果政府能夠?qū)嵤┻m宜的措施,就能促進經(jīng)濟快速發(fā)展和社會穩(wěn)定進步;如果不能合理的處理,就會導致經(jīng)濟徘徊不前和社會動蕩。為適應新形勢,新發(fā)展就要推進馬克思主義中國化,馬克思主義行政管理作為馬克思主義的一部分,也必然要與中國革命與建設(shè)的實際相結(jié)合,形成適合中國國情的具有中國特色的行政管理理論。本文首先分析了中國特色社會主義行政管理理論在其形成發(fā)展過程中對馬克思主義行政管理思想繼承、對中國傳統(tǒng)行政管理思想批判吸收以及對西方行政管理思想借鑒。其次,探討了中國特色行政管理在革命戰(zhàn)爭時期的探索、建國初期遭受的曲折和改革開放以后隨著五次行政體制改革的進行,不斷的發(fā)展完善。再次,分別介紹了鄧小平、江澤民和胡錦濤三代領(lǐng)導集體的行政管理思想,概括了中國特色行政管理理論的主要內(nèi)容。最后分析了中國在社會主義理論和實踐過程取得的成就、經(jīng)驗及存在的問題和不足,并嘗試性的提出了建議。研究中國特色社會主義行政管理理論,推進行政管理理論中國化,期望為我國行政改革提供必要的提供支持,為我國政府辯證的認識各方面的重大關(guān)系,為更好的妥善處理當前我國經(jīng)濟社會發(fā)展中各方面的矛盾,協(xié)調(diào)各方面利益關(guān)系,提供必須遵循的基本原則、重要思路和現(xiàn)實途徑。
[Abstract]:China is in a period of great development potential and motivation as well as various difficulties and risks, and it is in a period of both opportunities and challenges. In this period, if the government can implement appropriate measures, it can promote rapid economic development and social stability and progress; if it is not properly dealt with, it will lead to economic stagnation and social unrest. In order to adapt to the new situation, the new development needs to promote the Sinicization of Marxism. As a part of Marxism, Marxist administrative management must also be combined with the reality of Chinese revolution and construction. To form suitable for China's national conditions with Chinese characteristics of the administrative theory. Firstly, this paper analyzes the inheritance of Marxist administrative thought, the critical absorption of Chinese traditional administrative thought and the reference of western administrative thought in the process of forming and developing socialist administrative management theory with Chinese characteristics. Secondly, it probes into the exploration of administrative management with Chinese characteristics in the period of revolutionary war, the twists and turns suffered in the early days of the founding of the people's Republic of China and the continuous development and perfection with the five administrative system reforms after the reform and opening-up. Thirdly, the administrative management thoughts of Deng Xiaoping, Jiang Zemin and Hu Jintao are introduced, and the main contents of the theory of administrative management with Chinese characteristics are summarized. Finally, this paper analyzes the achievements, experiences, problems and shortcomings of China in the process of theory and practice of socialism, and tries to put forward some suggestions. To study the theory of socialist administrative management with Chinese characteristics, to promote the theory of administrative management in China, to provide the necessary support for the administrative reform of our country, and to give the Chinese government a dialectical understanding of the important relations in all aspects. In order to deal with the contradictions in various aspects of China's economic and social development, to coordinate the interests of all aspects, to provide the basic principles, important ideas and practical approaches that must be followed in order to better handle the contradictions in the current economic and social development of our country.
