【摘要】：規(guī)制俘獲理論始于20世紀(jì)70年代,由美國(guó)經(jīng)濟(jì)學(xué)家斯蒂格勒指出利益集團(tuán)往往會(huì)向規(guī)制者支付"價(jià)格"以俘獲規(guī)制政府,使得政府據(jù)此作出有利于該利益集團(tuán)的公共決策。托里森規(guī)制均衡模型則是在此基礎(chǔ)上,根據(jù)規(guī)制者、生產(chǎn)者、消費(fèi)者三大利益主體自身利益的需要,會(huì)相互妥協(xié)并最終實(shí)現(xiàn)帕累托最優(yōu)。筆者在以上經(jīng)濟(jì)學(xué)研究基礎(chǔ)上,運(yùn)用博弈論的知識(shí),在三方博弈的基礎(chǔ)上將西方社會(huì)政治體系中普遍存在的兩黨選舉制運(yùn)用到模型中,對(duì)托里森模型進(jìn)行了修正,發(fā)現(xiàn)在托里森模型中的最優(yōu)均衡在現(xiàn)實(shí)中將永遠(yuǎn)不會(huì)實(shí)現(xiàn),而西方政黨中常用的兩黨選舉往往會(huì)導(dǎo)致政黨出于選票最大化的角度向所代表的利益集團(tuán)傾斜,并最終釀成生產(chǎn)者危機(jī)與消費(fèi)者危機(jī),進(jìn)而得出兩黨選舉制才是歐美國(guó)家陷入經(jīng)濟(jì)危機(jī)的一個(gè)重要根源。
[Abstract]:The theory of regulatory capture began in the 1970s, when American economist Stigler pointed out that interest groups often pay "prices" to regulators to capture the regulatory government, which makes the government make a public decision in favor of the interest group. On the basis of this, Torrison's equilibrium model of regulation will compromise with each other and finally realize Pareto optimal according to the needs of the interests of the three main interests of the regulators, producers and consumers. On the basis of the above economic research, using the knowledge of game theory and on the basis of tripartite game, the author applies the popular two-party election system in the western social and political system to the model, and modifies the Torrison model. It is found that the optimal equilibrium in the Torrison model will never be realized in reality, and that the bipartisan elections commonly used in Western political parties tend to cause the parties to tilt to the interest groups represented by the maximization of the votes. And finally lead to producer crisis and consumer crisis, and then came to the conclusion that the bipartisan electoral system is an important source of economic crisis in Europe and the United States.
