張之洞行政思想研究

【摘要】： 本文選擇張之洞的行政管理思想作為研究對(duì)象。以張之洞的行政改革思想的發(fā)展為線索,在文獻(xiàn)研究和類比推理綜合分析的基礎(chǔ)上總結(jié)了張之洞行政改革思想,以期從張之洞的行政思想中為現(xiàn)代政府的行政改革提供有益的借鑒。張之洞的行政管理思想深受中國(guó)傳統(tǒng)行政文化和近代西方行政思想的影響,他提出了“中體西用”的行政指導(dǎo)思想,通過(guò)學(xué)習(xí)運(yùn)用西方的教育、交通、財(cái)政、工商、行政機(jī)構(gòu)設(shè)置等行政措施來(lái)推進(jìn)近代中國(guó)的行政改革。因此,他在轉(zhuǎn)變政府職能、人事行政、財(cái)政管理、法制行政和行政溝通監(jiān)督等方面進(jìn)行了大刀闊斧的改革,取得了矚目的成就。本文還分析了張之洞行政思想的歷史地位,其“中體西用”行政思想成為清末新政的指導(dǎo)思想,同時(shí)也探討了其改革最終失敗未能挽救清王朝的原因,從中給予我們現(xiàn)代行政改革諸多啟示。改革者必須在正確的改革指導(dǎo)思想下,秉承正確的學(xué)習(xí)態(tài)度,及時(shí)調(diào)整心態(tài),把握改革時(shí)機(jī),爭(zhēng)取改革的主動(dòng)權(quán),掌握改革的力度,循序漸進(jìn),積極穩(wěn)妥的推進(jìn)改革。
[Abstract]:This article chooses Zhang Zhidong's administrative management thought as the research object. Taking the development of Zhang Zhidong's thought of administrative reform as a clue, this paper sums up the thought of administrative reform of Zhang Zhidong on the basis of literature research and comprehensive analysis of analogical reasoning. In order to provide useful reference for the administrative reform of modern government from Zhang Zhidong's administrative thought. Zhang Zhidong's administrative thought was deeply influenced by Chinese traditional administrative culture and modern western administrative thought. He put forward the administrative guiding ideology of "using the Chinese as the west", by studying and applying western education, transportation, finance, industry and commerce. Administrative establishment and other administrative measures to promote the administrative reform of modern China. Therefore, he has carried on the drastic reform in the transformation government function, the personnel administration, the finance management, the legal system administration and the administrative communication supervision and so on, has obtained the remarkable achievement. This paper also analyzes the historical position of Zhang Zhidong's administrative thought, whose administrative thought "used in China and West" became the guiding ideology of the New deal in the late Qing Dynasty, and also discussed the reasons why his reform failed finally and failed to save the Qing Dynasty. It gives us a lot of enlightenment in modern administrative reform. Under the correct guiding ideology of reform, reformers must uphold the correct attitude of study, adjust their mentality in time, grasp the opportunity of reform, strive for the initiative of reform, grasp the strength of reform, advance the reform step by step and actively and steadily.
