【摘要】：在公共環(huán)境日益復(fù)雜多變的今天，地方政府間競(jìng)爭(zhēng)，無(wú)論是在歐美國(guó)家還是在我國(guó)，都是客觀存在的。隨著中國(guó)經(jīng)濟(jì)體制改革的不斷深入，以及政治體制改革的推進(jìn)，特別是地方分權(quán)和財(cái)政體制改革后，地方政府擁有了更多的自主權(quán)。這使得地方政府的利益膨脹、擴(kuò)張，于是地方政府之間的競(jìng)爭(zhēng)愈演愈烈，政府競(jìng)爭(zhēng)的問(wèn)題越來(lái)越受到廣泛的關(guān)注，政府競(jìng)爭(zhēng)力問(wèn)題的研究也越來(lái)越廣泛。 首先，本文從不同的角度對(duì)政府競(jìng)爭(zhēng)力的理論進(jìn)行概述，介紹了政府競(jìng)爭(zhēng)力的內(nèi)涵及特征，并把政府競(jìng)爭(zhēng)力與企業(yè)競(jìng)爭(zhēng)力、城市競(jìng)爭(zhēng)力等相關(guān)概念進(jìn)行比較區(qū)分，最后介紹了政府競(jìng)爭(zhēng)力的影響因素及其構(gòu)成，為政府競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)的選取奠定了理論基礎(chǔ)。 其次，介紹了政府競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系建立的原則，從理論上為研究政府競(jìng)爭(zhēng)力綜合評(píng)價(jià)提出依據(jù)，構(gòu)造了政府競(jìng)爭(zhēng)力綜合評(píng)價(jià)指標(biāo)體系，并確定了各個(gè)評(píng)價(jià)指標(biāo)的評(píng)價(jià)標(biāo)準(zhǔn)。 再次，論文運(yùn)用層次分析法確定評(píng)價(jià)指標(biāo)體系中各評(píng)價(jià)指標(biāo)的權(quán)重，并采用灰色聚類分析法作為政府競(jìng)爭(zhēng)力綜合評(píng)價(jià)的方法，構(gòu)建了政府競(jìng)爭(zhēng)力綜合評(píng)價(jià)模型，為論文接下來(lái)對(duì)政府競(jìng)爭(zhēng)力的綜合評(píng)價(jià)活動(dòng)提供了評(píng)價(jià)標(biāo)準(zhǔn)。 最后，為全面檢驗(yàn)評(píng)價(jià)模型將其應(yīng)用于河北省。首先介紹了河北省概況，，并根據(jù)建立的政府競(jìng)爭(zhēng)力綜合評(píng)價(jià)指標(biāo)體系，運(yùn)用灰色聚類分析方法對(duì)河北省政府競(jìng)爭(zhēng)力進(jìn)行綜合評(píng)價(jià)，并對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析。根據(jù)其存在的問(wèn)題和不足，對(duì)河北省政府競(jìng)爭(zhēng)力的提升提出相關(guān)切實(shí)可行的對(duì)策和建議。
[Abstract]:In the increasingly complex and changeable public environment today, competition between local governments, whether in Europe or America or in China, is objective. With the deepening of China's economic system reform and the promotion of political system reform, especially after the decentralization and fiscal system reform, local governments have more autonomy. This makes the interests of local governments expand and expand, so the competition between local governments is becoming more and more intense, the issue of government competition has been paid more and more attention, and the research on the issue of government competitiveness is becoming more and more extensive. First of all, this paper summarizes the theory of government competitiveness from different angles, introduces the connotation and characteristics of government competitiveness, and compares government competitiveness with enterprise competitiveness, urban competitiveness and other related concepts. Finally, the paper introduces the influencing factors and composition of the government competitiveness, which lays a theoretical foundation for the selection of the evaluation index of the government competitiveness. Secondly, it introduces the principles of establishing the evaluation index system of government competitiveness, puts forward the basis for the study of comprehensive evaluation of government competitiveness theoretically, constructs the comprehensive evaluation index system of government competitiveness, and determines the evaluation criteria of each evaluation index. Thirdly, the paper uses the analytic hierarchy process to determine the weight of each evaluation index in the evaluation index system, and uses the grey cluster analysis method as the comprehensive evaluation method of the government competitiveness, and constructs the comprehensive evaluation model of the government competitiveness. This paper provides the evaluation criteria for the comprehensive evaluation of government competitiveness. Finally, the model is applied to Hebei province for the purpose of comprehensive test and evaluation. Firstly, the general situation of Hebei Province is introduced, and according to the comprehensive evaluation index system of government competitiveness, the comprehensive evaluation of Hebei provincial government competitiveness is carried out by using the grey cluster analysis method, and the evaluation results are analyzed. According to its existing problems and shortcomings, this paper puts forward some feasible countermeasures and suggestions for the promotion of Hebei Provincial Government's competitiveness.
