【摘要】： 行政制度公共性既是指作為公共物品的行政制度,其本身建構(gòu)和運(yùn)行過(guò)程中的一種內(nèi)在規(guī)定性和必然要求,又是指行政制度承載的人們?cè)诮煌^(guò)程中形成的價(jià)值共識(shí)以及行政制度因維護(hù)和實(shí)現(xiàn)公共利益而產(chǎn)生的應(yīng)然倫理價(jià)值。它具體蘊(yùn)含著價(jià)值訴求的共同性、建構(gòu)和運(yùn)行過(guò)程的共創(chuàng)性以及運(yùn)行結(jié)果的共享性三個(gè)層面的涵義。行政制度公共性作為行政制度建構(gòu)和運(yùn)行過(guò)程的客觀(guān)反映,有著獨(dú)特的特征,表現(xiàn)為穩(wěn)定性與變動(dòng)性相統(tǒng)一、工具理性與價(jià)值理性相統(tǒng)一、事實(shí)與價(jià)值相融合、合作與對(duì)抗相雜糅的特征。在公共行政學(xué)發(fā)展史上,行政制度公共性經(jīng)歷了不同的發(fā)展階段,回眸凝望公共行政學(xué)發(fā)展的百年歷程,它就是一部探索和改進(jìn)行政制度公共性的歷史。行政制度公共性在行政制度建構(gòu)和運(yùn)行過(guò)程中發(fā)揮著重要作用。行政制度的公共性推進(jìn)人自身向前發(fā)展,對(duì)行政制度設(shè)計(jì)具有導(dǎo)向作用,為人們提供評(píng)價(jià)行政制度的科學(xué)標(biāo)準(zhǔn)。民生問(wèn)題事關(guān)社會(huì)公眾的切身利益,是后金融海嘯時(shí)代我國(guó)政府面臨的最重要的公共性問(wèn)題。政府在為解決公共性問(wèn)題而進(jìn)行行政制度創(chuàng)新的過(guò)程,又由于行政制度機(jī)制設(shè)計(jì)的失誤而導(dǎo)致了自身公共性的喪失和偏離。要解決民生問(wèn)題必須緊緊圍繞彰顯和維護(hù)行政制度本身的公共性來(lái)展開(kāi)行政制度的創(chuàng)新。
[Abstract]:The publicity of administrative system is not only the administrative system as public goods, but also an inherent stipulation and inevitable requirement in the process of construction and operation of administrative system. It also refers to the common sense of value formed by the people in the process of communication and the ethical value of the administrative system arising from the maintenance and realization of the public interest. It contains the commonality of value demand, the creativeness of construction and operation process, and the sharing of operation result. As an objective reflection of the process of administrative system construction and operation, the publicity of administrative system has its unique characteristics, which are the unity of stability and variability, the unity of instrumental rationality and value rationality, the fusion of fact and value. A mixture of cooperation and confrontation. In the history of the development of public administration, the publicity of administrative system has experienced different stages of development. Looking back at the century-old course of development of public administration, it is a history of exploring and improving the publicity of administrative system. The publicity of administrative system plays an important role in the construction and operation of administrative system. The publicity of the administrative system promotes the development of the administrative system itself and plays a guiding role in the design of the administrative system and provides a scientific standard for the evaluation of the administrative system. People's livelihood concerns the vital interests of the public and is the most important public issue facing our government in the post-financial tsunami era. The government is in the process of administrative system innovation in order to solve the problem of publicity, but also because of the failure of the design of administrative system mechanism, which leads to the loss and deviation of its own publicity. In order to solve the problems of people's livelihood, the innovation of administrative system must be carried out closely around highlighting and maintaining the publicity of administrative system itself.
