【摘要】：隨著我國經(jīng)濟水平的逐年提高,社會經(jīng)濟發(fā)展開始以人的全面發(fā)展為根本目標。對我國居民生活質(zhì)量問題的研究成了社會發(fā)展和人們生活水平提高的客觀需要。社會生活質(zhì)量反映了居民保障性和非保障性福利的滿足情況,是重要的民生問題之一。作為生活質(zhì)量不可分割的一部分,社會生活質(zhì)量無疑具有重要的研究意義。二十世紀七八十年代,隨著生活質(zhì)量研究的興起和迅速發(fā)展,涵蓋社會福利、社會凝聚等概念的社會生活質(zhì)量成為生活質(zhì)量評價體系中的一個重要測評領(lǐng)域。社會生活質(zhì)量評價體系已經(jīng)有了一定的理論和實踐基礎(chǔ),但是目前并沒有評價社會生活質(zhì)量的系統(tǒng)體系,也沒有提高社會生活質(zhì)量水平的系統(tǒng)的政策建議。因此,建立一套專門的評價社會生活質(zhì)量的指標體系并提出系統(tǒng)的政策建議有較大的理論和實踐價值。 本文主要分為三部分。第一部分對社會生活質(zhì)量領(lǐng)域的邊沁最大幸福理論、庇古福利經(jīng)濟學等社會福利理論及其實證研究進行了總結(jié),對加拿大、英國、新西蘭、歐洲在社會凝聚方面的理論與實證研究進行了總結(jié),并對社會福利和社會凝聚的相關(guān)研究進行了評述。第二部分首先對本研究中的核心概念社會生活質(zhì)量進行了界定,并圍繞核心概念通過邏輯分析設(shè)計了包含保障救濟、社會互助、服務投入等六大部分的社會生活質(zhì)量評價框架,按照社會科學研究的八項指標選取原則選取了合適的指標建立了一套社會生活質(zhì)量評價指標體系。其次,通過專家效度分析、數(shù)據(jù)相關(guān)分析、數(shù)據(jù)因子分析等方法確定了最終的指標體系。再次,通過專家問卷法確定了指標的權(quán)重和綜合評價指數(shù),構(gòu)建了完整的社會生活質(zhì)量指標體系。第三部分首先對社會生活質(zhì)量指標體系的功能進行了分析；其次,運用2006到2008年三年數(shù)據(jù)對我國居民的社會生活質(zhì)量水平進行了試測,對指標體系的科學性和可行性進行了檢驗,得到了社會生活質(zhì)量綜合評價結(jié)果和分地區(qū)的評價結(jié)果；再次,對社會生活質(zhì)量評價結(jié)果的原因進行了分析,并在此基礎(chǔ)上提出了提高落后地區(qū)經(jīng)濟發(fā)展水平、完善社會保障體系、提升社會互助水平、提高福利性服務水平等發(fā)展我國居民社會生活質(zhì)量水平的具體政策建議。
[Abstract]:With the improvement of our country's economic level year by year, the basic goal of social and economic development is the all-round development of human beings. The study on the quality of life has become the objective need of the social development and the improvement of people's living standard. The quality of social life, which reflects the satisfaction of residents' welfare, is one of the most important livelihood issues. As an integral part of the quality of life, the quality of social life undoubtedly has an important research significance. In the 1970s and 1980s, with the rise and rapid development of the quality of life research, the quality of life, including social welfare, social cohesion and other concepts, has become an important evaluation field in the quality of life evaluation system. The evaluation system of social quality of life has a certain theoretical and practical foundation, but at present there is no systematic system to evaluate the quality of social life, and there are no systematic policy recommendations to improve the quality of social life. Therefore, it is of great theoretical and practical value to set up a special index system to evaluate the quality of social life and put forward systematic policy recommendations. This paper is divided into three parts. The first part summarizes Bentham's greatest happiness theory in the field of social quality of life, Pigou welfare economics and other social welfare theory and its empirical research, Canada, the United Kingdom, New Zealand, The theoretical and empirical studies on social cohesion in Europe are summarized and the relevant studies on social welfare and social cohesion are reviewed. In the second part, the author defines the core concept of social quality of life in this study, and designs a framework of social quality of life evaluation including social security relief, social mutual aid, service input and so on. According to the selection principle of eight indexes of social science research, a set of evaluation index system of social life quality is established. Secondly, the final index system is determined by expert validity analysis, data correlation analysis and data factor analysis. Thirdly, the weight of the index and the comprehensive evaluation index are determined by the expert questionnaire method, and a complete social quality of life index system is constructed. The third part firstly analyzes the function of social quality of life index system, secondly, uses the data from 2006 to 2008 to test the social quality of life of Chinese residents. The scientific nature and feasibility of the index system are tested, and the comprehensive evaluation results of social quality of life and the results of regional evaluation are obtained. Thirdly, the reasons for the evaluation results of social quality of life are analyzed. On this basis, the author puts forward some specific policy suggestions for improving the level of economic development in backward areas, perfecting the social security system, promoting the level of social mutual aid and raising the level of welfare services, and so on, in order to develop the quality of social life of the residents in our country.
