【摘要】：如何處理好政府、公民以及社會權利之間的關系,以確保人們的政治權利順利實現(xiàn),是國家治理的科學化、民主化的重要課題。西方資產(chǎn)階級政治思想家對這一問題的思考推動了人類文明的進步,然而由于歷史條件、階級基礎的原因,他們的思想必然存在局限。馬克思主義理論家在對其進行批判的基礎上,提出了理論上的相應對策。東歐新馬克思主義實踐派領軍人物馬爾科維奇在實踐層面對此加以拓展,具體構想了如何建構各級自治組織,深入推進自治社會的建設,以實現(xiàn)公共權力真正為民所有、所用、所享。
[Abstract]:How to deal with the relationship among government, citizens and social rights to ensure the smooth realization of people's political rights is an important subject of scientific and democratic state governance. On the basis of criticizing it, Marxist theorists put forward corresponding countermeasures in theory. Malkovich, the leader of the New Marxist School of Practice in Eastern Europe, expanded it in the practical level, and concretely conceived how to construct autonomous organizations at all levels and further promote the construction of autonomous society. The realization of public power is truly for the people, and it is used and enjoyed.
