【摘要】：轉(zhuǎn)型是經(jīng)濟(jì)、社會(huì)、政府三個(gè)層面的協(xié)同轉(zhuǎn)型,經(jīng)濟(jì)轉(zhuǎn)型涉及宏觀、中觀和微觀三個(gè)層次,是經(jīng)濟(jì)體制、形態(tài)、結(jié)構(gòu)、發(fā)展方式及路徑與模式等的轉(zhuǎn)型;社會(huì)轉(zhuǎn)型是與多元經(jīng)濟(jì)相適應(yīng)的元經(jīng)濟(jì)社會(huì)及元社會(huì)結(jié)構(gòu)等的轉(zhuǎn)型;政府轉(zhuǎn)型是基于經(jīng)濟(jì)、社會(huì)雙重轉(zhuǎn)型條件下的政府再造,是政府靜態(tài)制度結(jié)構(gòu)與動(dòng)態(tài)行為模式的整體性變遷。西方政府再造理論經(jīng)歷了四種范式轉(zhuǎn)換,它在國際社會(huì)政府改革的實(shí)踐中不斷豐富與發(fā)展。我國在借鑒運(yùn)用西方政府再造理論的基礎(chǔ)上,在機(jī)構(gòu)改革、電子政務(wù)、分權(quán)、國企改革及X-型政府建設(shè)等方面取得了顯著進(jìn)步。未來政府再造的創(chuàng)新方向?qū)⑹欠妒教鎿Q、重構(gòu)和差異縮小,以及堅(jiān)持再造工具創(chuàng)新和公平優(yōu)先理念等。
[Abstract]:Transformation is a coordinated transformation of economy, society and government. Economic transformation involves three levels: macro, meso and micro. It is the transformation of economic system, form, structure, development mode, path and mode. Social transformation is the transformation of meta-economic society and meta-social structure, which adapts to pluralistic economy, and the transformation of government is based on the reengineering of government under the condition of economic and social dual transformation. It is the overall change of government static system structure and dynamic behavior mode. The theory of government reengineering in the west has undergone four paradigms, and it has been enriched and developed in the practice of government reform in the international society. On the basis of using the theory of western government reengineering for reference, China has made remarkable progress in institutional reform, e-government, decentralization, state-owned enterprise reform and the construction of X- type government. In the future, the innovation direction of government reengineering will be paradigm replacement, reconstruction and narrowing of differences, and insist on innovation of reengineering tools and the concept of fair priority.
