【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展、政治體制改革的深入推進(jìn)以及公民社會(huì)的健康成長(zhǎng),我國(guó)行政管理體制及政府職能體系面臨新的挑戰(zhàn)。黨的十七大提出:“加快行政管理體制改革,建設(shè)服務(wù)型政府�！睆�(qiáng)調(diào)建設(shè)服務(wù)型政府要科學(xué)界定政府職責(zé)、強(qiáng)化政府社會(huì)管理和公共服務(wù)、建立健全服務(wù)型政府職能體系。要實(shí)現(xiàn)這一目標(biāo),強(qiáng)化政府公共服務(wù)職能、建設(shè)公共服務(wù)型政府是政府職能轉(zhuǎn)變的必然選擇。然而,受傳統(tǒng)計(jì)劃經(jīng)濟(jì)體制及高度集權(quán)的政治體制的影響,我國(guó)政府職能轉(zhuǎn)變?nèi)源嬖谥毮苻D(zhuǎn)變理念上重“管理”輕“服務(wù)”、政府職能關(guān)系尚未理順、政府公共服務(wù)職能較為薄弱、職能行使過(guò)程中公民參與不足等諸多問(wèn)題,新時(shí)期政府職能轉(zhuǎn)變?nèi)沃囟肋h(yuǎn)。 公共性理論強(qiáng)調(diào)公共精神、注重公共服務(wù)、以追求公共利益為根本立足點(diǎn),為進(jìn)一步深化行政管理體制改革和政府職能轉(zhuǎn)變提供了暫新的視角和思路。本文從公共性的理論入手,首先對(duì)公共性的概念和政府公共性的內(nèi)涵進(jìn)行了闡釋,進(jìn)而分析了公共性對(duì)政府職能轉(zhuǎn)變的現(xiàn)實(shí)訴求,即在價(jià)值理念上要以公民為本位,在實(shí)現(xiàn)手段上要合理配置公共權(quán)力,在功能定位上要注重公共服務(wù),在目標(biāo)取向上要追求公共利益。其次回顧了我國(guó)政府職能轉(zhuǎn)變的歷程、總結(jié)了職能轉(zhuǎn)變中取得的彰顯公共性的成就,進(jìn)而為政府職能轉(zhuǎn)變提供經(jīng)驗(yàn)借鑒。再次從公共性的視角分析了政府職能轉(zhuǎn)變中存在的諸多問(wèn)題,凸顯公共性的缺失。最后針對(duì)我國(guó)政府職能轉(zhuǎn)變中公共性的缺失,提出要通過(guò)公共精神的培育,提升政府美德、公共權(quán)力的合理配置,理順政府職能關(guān)系、公共服務(wù)的強(qiáng)化,建設(shè)公共服務(wù)型政府、公共利益的增進(jìn)與維護(hù),擴(kuò)大公民有序政治參與來(lái)重塑公共性,推進(jìn)政府職能轉(zhuǎn)變。
[Abstract]:With the development of market economy, the deepening reform of political system and the healthy growth of civil society, our administrative management system and government function system are facing new challenges. The 17th National Congress of the Communist Party of China (CPC) proposed: "Speed up the reform of the administrative system and build a service-oriented government." It is emphasized that the construction of service-oriented government should scientifically define government responsibility, strengthen government social management and public service, and establish and perfect the function system of service-oriented government. To realize this goal, to strengthen the public service function of the government and to construct the public service government is the inevitable choice for the transformation of the government function. However, under the influence of the traditional planned economy system and the highly centralized political system, the transformation of government functions in our country still puts emphasis on "management" and "light" service in the concept of "function transformation", and the relationship between government functions has not been straightened out. The government's public service function is weak, the citizen participation is insufficient in the process of the function exercise, and so on, the government function transformation in the new period has a long way to go. The public theory emphasizes the public spirit, pays attention to the public service, takes the public interest as the basic foothold, provides the temporary new angle of view and the thought for further deepening the administrative management system reform and the government function transformation. Starting with the theory of publicity, this paper first explains the concept of publicity and the connotation of government publicity, and then analyzes the realistic appeal of publicity to the transformation of government functions, that is, the concept of value should be citizen-oriented. It is necessary to allocate public power reasonably, to pay attention to public service in function orientation and to pursue public interest in goal orientation. Secondly, it reviews the course of the transformation of government functions, summarizes the achievements made in the transformation of government functions, and then provides experience for the transformation of government functions. From the perspective of publicity, this paper analyzes the problems existing in the transformation of government functions and highlights the lack of publicity. Finally, in view of the lack of publicity in the transformation of government functions in our country, this paper puts forward that through the cultivation of public spirit, the promotion of government virtue, the rational allocation of public power, the straightening out of the relationship of government functions, the strengthening of public service, and the construction of public service-oriented government. The promotion and maintenance of public interests and the expansion of citizens' orderly political participation to reshape publicity and promote the transformation of government functions.
