【摘要】：萬里開啟并推動了農(nóng)村改革,并在民主與法制建設(shè)、行政決策、行政監(jiān)督以及行政改革等領(lǐng)域多有建樹,在政策執(zhí)行者里非常具有代表性。筆者嘗試對其行政思想進行梳理總結(jié),用理性的態(tài)度研究萬里行政思想的價值,使其思想能為我國的行政實踐提供一定的指導(dǎo)。 萬里行政思想的形成不但建立在深厚的理論基礎(chǔ)之上,更是其行政實踐和對群眾的特殊感情的結(jié)晶。執(zhí)政為民、依法行政是萬里行政思想的價值觀,是萬里行政實踐的指導(dǎo)原則,體現(xiàn)和反映在萬里行政實踐的各個環(huán)節(jié)和過程上。萬里的行政思想雖然沒有形成一個明確的理論體系,但其在各個領(lǐng)域的思想仍然具有很高的理論價值和現(xiàn)實意義。萬里在主持農(nóng)村行政工作期間提出了尊重農(nóng)民自主權(quán)、鼓勵農(nóng)民發(fā)展商品經(jīng)濟、政府有科教興農(nóng)的責(zé)任等一系列觀點。這些觀點對當(dāng)前新農(nóng)村建設(shè)都具有指導(dǎo)意義。除了杰出的農(nóng)村工作外,萬里還主張行政決策應(yīng)當(dāng)科學(xué)化民主化、行政監(jiān)督法制化、行政法制建設(shè)極其重要、改革要藏富于民等。這些問題,我們的政府至今沒有解決好,因此當(dāng)前開展研究萬里的行政思想是十分必要的。 由于受客觀歷史條件的制約,萬里的行政思想還帶有鮮明的政治色彩和計劃經(jīng)濟的痕跡,在系統(tǒng)性和理論性上也較為薄弱。拋開其歷史局限性,我們必須承認其歷史意義和現(xiàn)實意義,并在行政實踐中不斷的對其豐富和發(fā)展。
[Abstract]:Wanli has initiated and promoted rural reform, and has made many achievements in the fields of democracy and legal system construction, administrative decision-making, administrative supervision and administrative reform, and is very representative among policy executors. The author tries to sort out and summarize his administrative thought and study the value of Wanli's administrative thought with a rational attitude so that it can provide some guidance for our country's administrative practice. The formation of Wanli's administrative thought is not only based on profound theory, but also the crystallization of its administrative practice and special feelings towards the masses. Ruling for the people and administering according to law is the value of Wanli's administrative thought and the guiding principle of Wanli's administrative practice, which is reflected and reflected in every link and process of Wanli's administrative practice. Although Wanli's administrative thought has not formed a clear theoretical system, its thoughts in various fields still have high theoretical value and practical significance. Wan Li put forward a series of viewpoints such as respecting farmers' autonomy, encouraging farmers to develop commodity economy and the government's responsibility to invigorate agriculture through science and education. These viewpoints are of guiding significance to the current construction of new countryside. In addition to outstanding rural work, Wanli also advocates that administrative decision-making should be scientific and democratic, administrative supervision should be legalized, the construction of administrative legal system should be extremely important, and reform should be rich in the people. Our government has not solved these problems so far, so it is very necessary to study the administrative thought of ten thousand miles. Due to the restriction of objective historical conditions, Wanli's administrative thought also has a distinct political color and traces of planned economy, and is also relatively weak in system and theory. Aside from its historical limitations, we must recognize its historical and practical significance and enrich and develop it in administrative practice.
