【摘要】： 隨著中央大部制改革的基本完成,地方政府機(jī)構(gòu)改革已經(jīng)在各地陸續(xù)展開。群眾對地方政府改革的關(guān)注度越來越高。 同時,二十世紀(jì)90年代以來,業(yè)務(wù)流程再造成為管理界的熱門話題。將業(yè)務(wù)流程再造,運用于地方政府機(jī)構(gòu)改革,就是針對地方政府機(jī)構(gòu)的核心職能,重新設(shè)計流程,基于此流程進(jìn)行同步的組織變革。 本文希望對地方政府機(jī)構(gòu)改革進(jìn)行分析,通過定性分析與定量分析相結(jié)合的研究方法。在地方政府機(jī)構(gòu)改革領(lǐng)域引入BPR流程再造理論,對地方政府機(jī)構(gòu)進(jìn)行基于流程的組織變革。對地方政府機(jī)構(gòu)運用BPR理論的可行性和具體方法進(jìn)行了探討。并探討了支撐基于BPR流程再造理論的地方政府機(jī)構(gòu)改革后的相應(yīng)對策,在任務(wù)分配時,采用整數(shù)規(guī)劃模型的方式進(jìn)行合理分配；實現(xiàn)政府部門的最優(yōu)化配置,并運用整數(shù)規(guī)劃模型對變革前后的效果進(jìn)行評估。通過多元化操作,增加融資渠道,實行KPI績效考核等多種方式來配合流程的運行。以達(dá)到順利實現(xiàn)地方政府機(jī)構(gòu)核心職能的目的。
[Abstract]:With the basic completion of the reform of the central government, the reform of local government institutions has been carried out one after another. The masses pay more and more attention to the reform of local government. At the same time, business process reengineering (BPR) has become a hot topic in the field of management since 1990 s. To apply business process reengineering to the reform of local government organization is to redesign the process according to the core function of local government organization and carry on the synchronous organizational change based on this process. This paper hopes to analyze the reform of local government institutions and combine qualitative analysis with quantitative analysis. The theory of BPR process reengineering is introduced in the field of local government organization reform, and the process based organization reform of local government organization is carried out. This paper discusses the feasibility and concrete method of applying BPR theory to local government agencies. This paper also discusses the corresponding countermeasures to support the reform of local government organization based on BPR process reengineering theory. When the task is assigned, the rational allocation is carried out by using integer programming model, and the optimal allocation of government departments is realized. And the integer programming model is used to evaluate the effect before and after the change. Through diversified operation, increase financing channels, KPI performance evaluation and other ways to cooperate with the operation of the process. In order to achieve the smooth realization of the core functions of local government institutions.
