【摘要】：卡特爾政黨模式是西方政黨類(lèi)型學(xué)研究的突出成果,其顯著特點(diǎn)是政黨與國(guó)家的結(jié)合以及政黨之間的頻繁聯(lián)盟。因此,卡特爾政黨最大的理論貢獻(xiàn)在于對(duì)政黨作為治理工具特性的強(qiáng)化,以及對(duì)傳統(tǒng)西方以"選舉競(jìng)爭(zhēng)"為基礎(chǔ)政黨理論的顛覆。從組織結(jié)構(gòu)、社會(huì)基礎(chǔ)、財(cái)政資助和政黨競(jìng)爭(zhēng)等四個(gè)維度出發(fā),卡特爾政黨模式顯然已經(jīng)在德國(guó)興起。本文認(rèn)為,選民代際更替和新社會(huì)運(yùn)動(dòng)對(duì)政黨功能的部分替代是德國(guó)政黨卡特爾化的結(jié)構(gòu)性原因;主要政黨為實(shí)現(xiàn)自身利益最大化而采取結(jié)盟而非競(jìng)爭(zhēng)的方式進(jìn)行運(yùn)作則是行動(dòng)者因素;德國(guó)國(guó)內(nèi)治理問(wèn)題、外部環(huán)境壓力以及政治文化的改變也是影響德國(guó)政黨卡特爾化的情境因素。
[Abstract]:The cartel political party model is the outstanding achievement of the western party typology, its remarkable characteristic is the combination of the political party and the country and the frequent alliance between the political parties. Therefore, the greatest theoretical contribution of cartel parties lies in the strengthening of the characteristics of political parties as a tool of governance and the subversion of the traditional western party theory based on "election competition". From the four dimensions of organizational structure, social foundation, financial aid and party competition, cartel party model has obviously emerged in Germany. This paper holds that the substitution of the function of the political party by the new social movement and the replacement of the generation of the voters are the structural reasons for the cartelization of the political party in Germany. The fact that major political parties operate in an alliance rather than competition to maximize their own interests is a factor of actors; domestic governance in Germany, The external environmental pressure and the change of political culture are also the situational factors that influence cartel of German political parties.
