【摘要】：秩序具有優(yōu)先于一切的政治價(jià)值。近年來(lái)我國(guó)群體性事件頻發(fā)，，極大地?fù)p害了社會(huì)秩序。雖然群體性事件的發(fā)生是多種因素共同作用的結(jié)果，但是我們應(yīng)該認(rèn)識(shí)到政府對(duì)此具有不可推卸的責(zé)任。本文通過(guò)理論分析試圖找出政府決策與群體性事件的關(guān)聯(lián)關(guān)系，以明確群體性事件的政府責(zé)任，為政府防控群體性事件提供理論參考。 全文共分為五章：第一章，介紹選題的目的和意義，并分析了國(guó)內(nèi)外相關(guān)研究的現(xiàn)狀。第二章，基于政府決策模式對(duì)群體性事件的成因進(jìn)行考察。第三章，基于政府行政失當(dāng)?shù)慕嵌葘?duì)群體性事件的成因進(jìn)行考察。第四章，基于政府決策失誤的角度對(duì)群體性事件的成因進(jìn)行考察。第五章，群體性事件對(duì)政府決策的校正作用分析。 筆者認(rèn)為，政府決策在現(xiàn)行決策模式存在弊端、政府官員不依法辦事不按政策辦事、政府決策頻繁出現(xiàn)失誤的情況下對(duì)于群體性事件具有誘發(fā)作用。與此同時(shí)，群體性事件對(duì)政府決策具有一定的校正作用，促使政府通過(guò)制度建設(shè)實(shí)現(xiàn)政府決策的科學(xué)化、民主化、法制化，以實(shí)現(xiàn)社會(huì)和諧的目的。
[Abstract]:Order has the political value of taking precedence over everything. In recent years, the frequent occurrence of mass events in China has greatly damaged the social order. Although the occurrence of mass incidents is the result of the joint action of many factors, we should realize that the government has the unshirkable responsibility for it. This paper attempts to find out the relationship between government decision-making and group events through theoretical analysis in order to clarify the government responsibility of group incidents and to provide a theoretical reference for the government to prevent and control group incidents. The thesis is divided into five chapters: the first chapter introduces the purpose and significance of the topic, and analyzes the current situation of related research at home and abroad. The second chapter, based on the government decision-making model to investigate the causes of group events. The third chapter, based on the point of view of government misadministration, to investigate the causes of group events. Chapter four studies the causes of group events based on government decision-making errors. Chapter five analyzes the correction effect of group events on government decision-making. The author thinks that there are drawbacks in the current decision-making mode, government officials do not act in accordance with the law and do not act in accordance with the policy, and the frequent mistakes in government decision-making have an inductive effect on group events. At the same time, group events have a certain correction effect on government decision-making, which urges the government to realize the scientific, democratic and legalization of government decision-making through system construction, in order to achieve the goal of social harmony.
