【摘要】：包拯是北宋時期一位杰出的政治家,以其清正廉潔著稱于世。在包拯的成長過程和行政實踐過程中,深受古代儒家,法家,道家,兵家等優(yōu)秀思想文化的影響,形成了自己獨特的廉政思想。包拯的廉政思想主要表現(xiàn)在:對自己廉潔奉公、勤政愛民、求真務(wù)實的從政品質(zhì)的要求,對他人才德兼?zhèn)�、職能相稱、戒奢崇儉的為官德行的希冀,對國家在人事錄用、財政賦稅、軍事邊防等方面行政機制的建議。包拯的廉政思想在宋朝對文官相對寬待的政治環(huán)境下得以產(chǎn)生,并且得到了包括最高統(tǒng)治者及清官群體的支持,該廉政思想以公共利益為其價值導向,注重法度和機制建設(shè),特點鮮明。雖然不可避免的有一定的歷史局限性,但其中光輝的一面也不應(yīng)當被我們現(xiàn)代人所忽視。自從黨的十八大召開以來,中國共產(chǎn)黨作為我國各項事業(yè)的領(lǐng)導核心,緊緊圍繞從嚴治黨、依法執(zhí)政的方針,將我國的廉政建設(shè)推向了一個新階段。但是,在行政管理領(lǐng)域里,腐敗現(xiàn)象頻發(fā),官僚體制僵化,辦事效率低下等問題仍然較為嚴重。這些行政失范問題不僅關(guān)系到廣大人民群眾的切實利益,也關(guān)系到黨的生命力和政府的執(zhí)政效率和執(zhí)政效果,關(guān)系到社會發(fā)展和國家興衰。此外,伴隨著后工業(yè)社會的到來,人類社會將會面臨越來越大的不確定性和復雜性,政府模式由管理型向服務(wù)型的轉(zhuǎn)化已經(jīng)是社會治理的必然趨勢。在這種形勢下,行政管理思想的轉(zhuǎn)變和革新除了要立足當下實際,積極吸收西方先進思想以外,還要注重對我國古代那些行之有效的思想精華加以研究和繼承,讓古代政治家的智慧在現(xiàn)代行政管理中發(fā)光發(fā)熱。本文在對包拯廉政思想整體把握的基礎(chǔ)上,研究包拯廉政思想形成的原因,概括包拯廉政思想的主要內(nèi)容并進行評價分析,在借鑒包拯廉政思想的基礎(chǔ)上,探尋了當代中國廉政建設(shè)的原則思路與改進對策。得到的結(jié)果主要包括:包拯廉政思想中高度自律的倫理屬性對腐敗防治工作的啟示,明確如何在行政倫理視野下構(gòu)建防治腐敗的倫理體系;包拯廉政思想的民本主義對服務(wù)型政府建設(shè)的借鑒,找到建設(shè)服務(wù)型政府的核心所在;包拯廉政思想的寬嚴并濟特色對行政方式創(chuàng)新的啟發(fā),探索如何在處理行政事務(wù)的過程中合理地運用管理藝術(shù)。通過對包拯廉政思想的積極因素的探索,為當代中國的政治建設(shè)服務(wù)。
[Abstract]:Bao Zheng was an outstanding statesman in the Northern Song Dynasty. In the process of Bao Zheng's growth and administrative practice, it was deeply influenced by ancient Confucianism, Legalists, Taoists, soldiers and so on, and formed its own unique thought of clean government. Bao Zheng's clean government thought is mainly manifested in the following aspects: the requirement of honest and honest, diligent administration and loving the people, the requirement of the political quality of seeking truth and pragmatism, the ability and morality of others, the matching function, the expectation of exorbitant and thrifty officials, and the employment of the country in personnel. Financial taxation, military border defense and other aspects of the administrative mechanism proposals. Bao Zheng's clean government thought came into being in the political environment of relative leniency to civil servants in the Song Dynasty, and it was supported by the supreme rulers and the group of clean officials. The thought of clean government took public interest as its value guide and paid attention to the construction of law and mechanism. The characteristics are bright. Although there are certain historical limitations inevitably, but the brilliant side should not be ignored by our modern people. Since the 18th National Congress of the Communist Party of China (CPC), the Communist Party of China, as the leading core of all undertakings of our country, has pushed the construction of a clean and honest government to a new stage closely around the principle of strict administration of the Party and ruling by law. However, in the field of administration, corruption is frequent, bureaucracy is rigid, and work efficiency is low. These problems are not only related to the real interests of the broad masses of the people, but also related to the vitality of the Party and the ruling efficiency and effect of the government, as well as to the development of society and the rise and fall of the country. In addition, with the coming of post-industrial society, human society will face more and more uncertainty and complexity. The transformation of government model from management to service is an inevitable trend of social governance. Under this situation, the transformation and innovation of administrative thought should not only be based on the present reality and actively absorb the advanced western thoughts, but also pay attention to the study and inheritance of the essence of those effective ideas in ancient China. Let the wisdom of ancient statesmen shine in modern administration. Based on the overall understanding of Bao Zheng's clean government thought, this paper studies the causes of the formation of Bao Zheng's clean government thought, summarizes the main contents of Bao Zheng's clean government thought, and evaluates and analyzes it. On the basis of the reference of Bao Zheng's clean government thought, This paper explores the principles and countermeasures for the construction of a clean and honest government in contemporary China. The main results are as follows: the moral attribute of high self-discipline in Bao Zheng's thought of clean and honest administration enlightens the prevention and control of corruption, and clarifies how to construct the ethical system of preventing and controlling corruption from the perspective of administrative ethics; The reference to service-oriented government from the people-oriented ideology of Bao Zheng clean government, find the core of the construction of service-oriented government, the enlightenment of the broad-strict and economic characteristics of Bao Zheng's clean government to the innovation of administrative mode, Explore how to use the art of management reasonably in the process of handling administrative affairs. Through the exploration of the positive factors of Bao Zheng's clean government thought, it serves the political construction of contemporary China.
