【摘要】：“行政主體”是指政府及其行政人員；“責任倫理”既是一種責任形態(tài)，又是一種倫理范疇，是通過將外在的法律、制度內化為行政人員個人的基本道德修養(yǎng)，是關于行為的決策、執(zhí)行、后果的全過程倫理。在現(xiàn)代公共行政領域，行政主體在處理公務時，，倫理道德失范、行政不作為、短期行為釀成惡果等現(xiàn)象頻發(fā)，這些已經成為我國公共行政中亟待解決的痼疾�，F(xiàn)實證明，培養(yǎng)行政主體的責任倫理意識迫在眉睫，其目的在于培育行政人員的責任倫理人格，增強其責任感、道德感，更好地履行行政主體的職責和義務。 本文第一部分，對行政主體的責任倫理進行了理論概述，闡述了行政主體、責任倫理和行政主體責任倫理的內涵，指出行政主體在履行倫理責任時所要承擔的前瞻性和追溯性的道德責任和義務，以責任的全程性眼光看待和處理公共行政事務。并從理論訴求和現(xiàn)實需求兩方面闡述了構建行政主體責任倫理的意義在于國家和政府執(zhí)政的價值取向。 第二部分，闡述了在公共行政實踐中行政主體責任倫理的內容：服務行政、責任行政、公正行政、廉潔自律。從主觀和客觀的角度分析了造成行政主體角色沖突、權力沖突和利益沖突等行政倫理困境的原因，其中自由裁量權過大和道德責任感缺失是主要因素。 第三部分，探求構建行政主體責任倫理的途徑，從責任倫理意識培養(yǎng)和制度建設兩方面構建行政主體的責任倫理。具體通過培育行政主體的行政責任倫理人格、責任倫理的教育和培訓、樹立服務理念幾個方面展開。同時，深化行政管理體制改革、加強行政執(zhí)法力度、健全監(jiān)督機制、推行政務公開制度、建立行政問責制與獎勵機制。
[Abstract]:"Administrative subject" refers to the government and its administrative personnel, "responsibility ethics" is not only a form of responsibility, but also an ethical category. It is the whole process ethics of decision-making, execution and consequence of behavior. In the field of modern public administration, when the administrative subject is dealing with public affairs, the phenomena such as the loss of ethics and morality, the administrative omission, the bad result of short-term behavior, etc., have become the chronic diseases that need to be solved urgently in the public administration of our country. The reality proves that it is urgent to cultivate the sense of responsibility ethics of the administrative subject. Its purpose is to cultivate the responsibility ethical personality of the administrative personnel, strengthen their sense of responsibility and morality, and better fulfill the duties and obligations of the administrative subject. In the first part of this paper, the author gives a theoretical overview of the responsibility ethics of the administrative subject, and expounds the connotation of the administrative subject, the responsibility ethics and the responsibility ethics of the administrative subject. This paper points out that the administrative subject should take forward and retroactive moral responsibility and obligation when performing the ethical responsibility, and treat and deal with the public administration affairs from the perspective of the whole process of responsibility. It also expounds the significance of constructing the responsibility ethics of the administrative subject lies in the value orientation of the government and the government from the two aspects of the theory demand and the realistic demand. The second part expounds the content of responsibility ethics of administrative subject in the practice of public administration: service administration, responsible administration, fair administration, honesty and self-discipline. From the subjective and objective point of view, this paper analyzes the causes of the administrative ethical dilemma, such as the conflict of the role of the administrative subject, the conflict of power and the conflict of interest, among which the excessive discretion and the lack of moral responsibility are the main factors. In the third part, the author explores the ways to construct the responsibility ethics of the administrative subject, and constructs the responsibility ethics of the administrative subject from two aspects: the cultivation of the sense of responsibility ethics and the construction of the system. Through the cultivation of the administrative responsibility ethical personality, the education and training of the responsibility ethics, the establishment of the concept of service is carried out. At the same time, we should deepen the reform of the administrative management system, strengthen the administrative law enforcement, perfect the supervision mechanism, carry out the open system of government affairs, and establish the administrative accountability system and reward mechanism.
