【摘要】：筆者認(rèn)為動(dòng)員概念最早出現(xiàn)在軍事領(lǐng)域。后來隨著和平和發(fā)展成為時(shí)代的主題,以及學(xué)科間概念的相互借鑒,動(dòng)員概念逐漸進(jìn)入到了行政領(lǐng)域、政治領(lǐng)域和社會(huì)領(lǐng)域,于是相應(yīng)的產(chǎn)生后來的行政動(dòng)員、政治動(dòng)員和社會(huì)動(dòng)員等概念。 結(jié)合對社會(huì)形態(tài)良性運(yùn)行狀態(tài)和非良性運(yùn)行狀態(tài)的劃分,筆者認(rèn)為政治動(dòng)員是一種國家政治統(tǒng)治和政治管理的手段。具體來講,在社會(huì)的良性運(yùn)行狀態(tài)中存在政治動(dòng)員的行為,在社會(huì)非良性運(yùn)行狀態(tài)中也存在著政治動(dòng)員的行為。只是由于現(xiàn)在法制化觀念深入人心和公民權(quán)利意識(shí)的日漸覺醒,一國的政黨或政府在社會(huì)的常態(tài)運(yùn)行中往往以行政法制和行政程序等常態(tài)的統(tǒng)治或管理為主。但是一旦由于突發(fā)事件的產(chǎn)生,社會(huì)即從良性運(yùn)行的社會(huì)向非良性運(yùn)行的社會(huì)過渡。這個(gè)時(shí)候雖然政治動(dòng)員自身存在的不可克服的缺點(diǎn),但是由于這個(gè)時(shí)候社會(huì)處于非良性運(yùn)行階段,社會(huì)在這個(gè)階段處的時(shí)間越久就會(huì)對社會(huì)造成更大的傷害,因此,突發(fā)事件中的政治動(dòng)員可以作為一種處理非常態(tài)社會(huì)的一種政治手段來加以運(yùn)用。當(dāng)然一旦突發(fā)事件得到有效的解決,突發(fā)事件中的政治動(dòng)員行為就要即刻終止,以免給社會(huì)的良性運(yùn)行造成某種障礙。
[Abstract]:The author believes that the concept of mobilization first appeared in the military field. Later, as peace and development became the theme of the times, and the concept of inter-disciplinary learning from each other, the concept of mobilization gradually entered the administrative field, the political field and the social field. Concepts of political mobilization and social mobilization. Combined with the division of benign and non-benign states of social formation, the author holds that political mobilization is a means of national political domination and political management. Specifically, there exists the behavior of political mobilization in the benign state of social operation and in the non-benign state of social operation. Just because the concept of legal system is deeply rooted in the people and the consciousness of civil rights is awakening day by day, the political party or government of a country is usually dominated by the rule or management of the administrative legal system and administrative procedure in the normal operation of the society. But once the unexpected events occur, the society will transition from a benign society to a non-benign society. At this time, although there are insurmountable shortcomings in political mobilization itself, but because at this time the society is in a non-benign stage of operation, the longer the society stays at this stage, the greater the harm will be to society. Therefore, Political mobilization in emergencies can be used as a political means to deal with abnormal society. Of course, once the emergency is effectively resolved, the political mobilization in the emergency should be terminated immediately, so as not to cause some obstacles to the benign operation of the society.
