【摘要】：清末明初甘肅省議會制度是中國近代政體制度的一項(xiàng)重大改變。甘肅議會制度先后經(jīng)歷了甘肅省諮議局、省臨時議會和正式議會。 盡管議會制度是民主制度，但是中國畢竟是直接移植西方的民主制度。在中國大地上由專制集權(quán)到民主制度可以說是一次極為激烈的而快速的轉(zhuǎn)變。議會制在甘肅在緩慢而曲折的促進(jìn)民主發(fā)展的。由于政治、經(jīng)濟(jì)、以及民主傳播的程度較低甘肅省議會與東南沿海有不小的差距。甘肅省諮議局在實(shí)際的甘肅政治生活中處于對督撫服從甚至是從屬的地位。省臨時議會成立之初在李鏡清的領(lǐng)導(dǎo)下和當(dāng)時督軍府有過斗爭但最后又已失敗而告終。省正式議會幾度解散，，并且自身法律規(guī)定的權(quán)力無法得到實(shí)現(xiàn)。但是這畢竟是一種走向民主的嘗試。 議會制最后被解散，議會制度也走向了結(jié)束。但是在甘肅從集權(quán)模式到議會制度就本身就是一種進(jìn)步而且在省議會在一定程度上推進(jìn)了甘肅的民主進(jìn)程。
[Abstract]:Gansu Provincial Parliament system in late Qing Dynasty and early Ming Dynasty was a major change of the system of government in modern China. Gansu's parliamentary system has experienced Gansu Provincial Advisory Bureau, provincial provisional parliament and formal parliament. Although parliament is a democracy, China is, after all, a direct transplant of Western democracy. The transition from autocracy to democracy in China is a drastic and rapid change. The parliamentary system in Gansu is slowly and zigzagging to promote the development of democracy. Due to the low degree of political, economic, and democratic spread, Gansu Provincial Council has a large gap with the Southeast Coast. Gansu Provincial Advisory Bureau in the actual political life of Gansu Province is subordinate to and subordinate to the governor. At the beginning of the establishment of the interim Provincial Assembly, under the leadership of Li Jingqing, there was a struggle against the then Governor's Office, but it ended in failure. The province's formal parliament has been dissolved several times, and its own powers under the law cannot be realized. But it is an attempt to move towards democracy. The parliamentary system was eventually dissolved and the parliamentary system came to an end. But in Gansu, from centralization mode to parliamentary system is a kind of progress in itself, and to some extent, the provincial council has promoted the process of democracy in Gansu.
