【摘要】：公共行政人格既是行政人員自身的人格,同時(shí)也是行政人員區(qū)別于其他社會成員的人格。隨著社會的發(fā)展,在實(shí)際的行政管理活動中,公共行政人格在不斷的發(fā)生著變化,從農(nóng)業(yè)社會中管制行政下的依附人格到工業(yè)社會中管理行政下的機(jī)械人格,人格在不斷地發(fā)展。如今,從工業(yè)社會中管理行政下的機(jī)械人格到知識社會中服務(wù)行政下的能動人格,人格又在不斷地進(jìn)步。 目前,在理論上對公共行政人格的研究主要是從心理學(xué)和倫理學(xué)兩個(gè)角度來研究,本文力圖從行政哲學(xué)的角度來研究公共行政人格。以便對公共行政人格的發(fā)生機(jī)制、發(fā)展規(guī)律以及行政人員的心里活動和行為方式等有最普遍、最一般的把握。 公共行政人格直接影響著行政人員自身的行為方式、心理活動、自我修養(yǎng)和價(jià)值取向,也直接影響著行政工作的效率、公平、公開以及公正。公共行政人格在行政管理活動中是持久的,是對行政管理活動起著最根本的影響作用的,與現(xiàn)實(shí)的行政管理活動更是密不可分的。 盡管國內(nèi)外學(xué)術(shù)界對于公共行政人格的研究豐富多樣,但關(guān)于行政哲學(xué)視域中公共行政人格的研究還是為數(shù)不多。另外,隨著服務(wù)型政府的建立,傳統(tǒng)意義上的依附人格、工具人格等也都不能繼續(xù)適應(yīng)時(shí)代發(fā)展的需要,隨之而來的是能動型公共行政人格的培養(yǎng)和塑造。 對于公共行政人格來說,在行政資格、行政風(fēng)格、行政規(guī)格、行政品格的規(guī)范和作用下,在行政意志、行政情感、行政理性、行政信念的影響下修正不正確的私人人格、權(quán)力人格和管制人格,而成為公共人格、服務(wù)人格和責(zé)任人格。 無論對于普通的公民,還是行政人員來說,自我修養(yǎng)和價(jià)值取向都很重要,對于為人民服務(wù)的公共行政人員來說就尤為重要了。自我修養(yǎng)是公共行政人格形成的關(guān)鍵,價(jià)值取向是公共行政人格形成的核心。行政人員在從事行政管理活動的過程中,要把社會中的規(guī)范、制度、法律、方針和政策內(nèi)化為自身的自我修養(yǎng),并通過自我修養(yǎng)影響行政價(jià)值取向,進(jìn)而在良好的自我修養(yǎng)和健康的價(jià)值取向的指引下,為人民服務(wù)。 我國正在進(jìn)行服務(wù)型政府的建設(shè),適應(yīng)服務(wù)型政府建設(shè)的要求,本文提出了塑造能動型公共行政人格。這一人格塑造就要求行政人員注重政治修養(yǎng)、道德修養(yǎng)、作風(fēng)修養(yǎng),在實(shí)踐中學(xué)習(xí),在學(xué)習(xí)中實(shí)踐,加強(qiáng)行政人員的培訓(xùn)教育,加強(qiáng)能動型公共行政人格的制度建設(shè),加強(qiáng)能動型公共行政人格的監(jiān)督機(jī)制。向理想人格邁進(jìn),準(zhǔn)確定位自己的角色,確立正確的行政價(jià)值取向,堅(jiān)持民主和誠實(shí)守信,突出服務(wù)意識,做人民的好雇員。
[Abstract]:The personality of the public administration is not only the personality of the administrative personnel, but also the personality that the administrative personnel differ from other members of the society. With the development of the society, in the actual administrative activities, the public administrative personality is constantly changing, and from the agricultural society, the dependent personality under the administration is controlled under the administrative administration of the industrial society. The mechanical personality and personality are constantly developing. Nowadays, from the industrial society, the mechanical personality under the administration and the active personality under the service administration in the knowledge society are constantly progressing.
At present, the study of public administrative personality in theory is mainly from two angles of psychology and ethics. This article tries to study the public administrative personality from the perspective of administrative philosophy, so that it is most common and most common to the mechanism of the public administration personality, the law of development and the activities and behavior patterns of the administrative personnel. Grasp.
The public administrative personality directly affects the administrative personnel's own way of behavior, psychological activities, self-cultivation and value orientation, which also directly affect the efficiency, fairness, openness and impartiality of the administrative work. The public administrative personality is lasting in the administrative activities and is the most fundamental influence on the administrative activities and the reality. Administrative activities are more inseparable.
Although the research on public administration personality is rich and diverse at home and abroad, there are still few studies on public administrative personality in the view of administrative philosophy. In addition, with the establishment of the service type government, the traditional attachment personality and the tool personality can not continue to adapt to the needs of the development of the times, and the following are the ability to adapt to the development of the times. The cultivation and molding of the personality of the dynamic public administration.
For public administrative personality, under the standard and function of administrative qualification, administrative style, administrative specification and administrative character, under the influence of administrative will, administrative emotion, administrative reason and administrative belief, it amends the incorrect personal personality, power personality and control personality, and becomes public personality, service personality and responsible personality.
The self-cultivation and the value orientation are very important to both the ordinary citizens and the administrative personnel. It is particularly important for the public administrators to serve the people. Self cultivation is the key to the formation of the public administrative personality. The value orientation is the core of the public administration personality. The administrative personnel are engaged in the administrative activities. In the course of the process, we should internalize the norms, systems, laws, principles and policies of the society into self self-cultivation, and influence the administrative value orientation through self-cultivation, and then serve the people under the guidance of good self-cultivation and healthy value orientation.
In our country, the construction of a service-oriented government is being carried out to meet the requirements of the construction of a service-oriented government. This article puts forward the creation of a dynamic public administrative personality. This personality molding requires the administrative personnel to pay attention to political cultivation, moral cultivation, style of work, study in practice, practice in the study, strengthen the training and education of administrative personnel, and strengthen the activism. The system construction of the type of public administration personality, strengthening the supervisory mechanism of the active public administration personality, moving forward to the ideal personality, accurately positioning its own role, establishing the correct administrative value orientation, insisting on democracy and honesty and trustworthiness, highlighting the service consciousness and being the good employee of the people.
