【摘要】：發(fā)展中國家在面對政治發(fā)展的眾多目標時,往往會過度發(fā)展其中的某個或某一部分,而忽視其他目標和價值的實現(xiàn),這樣會導致政治發(fā)展整體目標難以實現(xiàn)。政治平衡就是通過采取一定的政策使得各個政治代表力量在一定的政治生活中保持一種相對均衡,各個發(fā)展目標之間相互協(xié)調(diào)發(fā)展的狀態(tài)。通過選取政治發(fā)展過程中具有普遍意義的民主和效能這一組概念,分析其在政治發(fā)展過程中的意義,找出二者之間的矛盾和摩擦,進而提出政治平衡狀態(tài)下民主和效能的限度。其次從這對價值預設出發(fā),考察其外在表現(xiàn),即分權(quán)和集權(quán),通過同樣的分析結(jié)構(gòu),提出它們的應有邊界。接著用同樣的結(jié)構(gòu)考察實際政治過程中組織機構(gòu)的運行機制。從價值預設、制度建構(gòu)和運行機制三個層次去認識和實踐政治平衡,把握各發(fā)展目標應有的發(fā)展限度。最后通過對于這一體三面的問題的研究,提出政治平衡的前提條件——多元化和政治寬容。
[Abstract]:In the face of many goals of political development, developing countries tend to over-develop one or one part of them, while neglecting the realization of other goals and values, which will lead to the difficulty of achieving the overall goal of political development. Political balance is a state in which various political representatives maintain a relative balance in a certain political life by adopting certain policies, and each development goal develops harmoniously with each other. By selecting the concept of democracy and efficiency, which is of universal significance in the process of political development, this paper analyzes its significance in the process of political development, finds out the contradictions and frictions between them, and then puts forward the limits of democracy and efficiency under the condition of political balance. Secondly, from the perspective of the value presupposition, the paper investigates its external performance, that is, decentralization and centralization, and puts forward their proper boundary through the same analytical structure. Then use the same structure to examine the operational mechanism of the organization in the actual political process. From the three levels of value presupposition, system construction and operation mechanism, we should understand and practice the political balance and grasp the limits of each development goal. Finally, through the study of the three aspects of political balance, the prerequisite of political balance-pluralism and political tolerance.
