【摘要】：正一、引言議題管理源于企業(yè)管理,是為了使組織適應(yīng)內(nèi)外部環(huán)境對于影響組織與其公眾關(guān)系的公共政策問題進(jìn)行處理的過程。公共議題通常涉及自然資源、經(jīng)濟(jì)資源、文化資源、社會資源的分配和使用。政府作為公共資源和服務(wù)的主要提供者、承擔(dān)者,很容易成為議題針對的主要目標(biāo),從而面臨公共議題所帶來的壓力和危機。因此,議題管理便成為政府公關(guān)的重要一環(huán)。對于政府議題管理的研究
