【摘要】：政策議程的成功設(shè)置是社會(huì)問題得以解決的前提�，F(xiàn)實(shí)中由于政策議程設(shè)置機(jī)制或設(shè)置模式的原因,一些公眾關(guān)心的社會(huì)問題難以進(jìn)入政策議程,政府有時(shí)提出的政策議程設(shè)置主張也遭到公眾的抵制和反對(duì)。協(xié)商民主作為一種決策體制和民主治理形式,用一套制度與程序規(guī)范提升政策議程設(shè)置內(nèi)容及過程的合法性,有助于政策議程的成功設(shè)置。
[Abstract]:The successful setting of policy agenda is the premise of solving social problems.In reality, some social issues concerned by the public are difficult to enter the policy agenda because of the mechanism or mode of setting the policy agenda, and the government sometimes puts forward the policy agenda setting proposal, which is also resisted and opposed by the public.As a form of decision-making system and democratic governance, deliberative democracy is helpful to the successful setting of policy agenda by standardizing a set of systems and procedures to enhance the legitimacy of the content and process of policy agenda setting.
