【摘要】:正近期美國著名公共政治刊物《波士頓評論》刊文指出:"民主不再有對手,但它實(shí)踐公平和制定好的政策的能力受到廣泛的質(zhì)疑。"簡便起見,"實(shí)踐公平"與"制定好的政策"可假定為評價(jià)一種好的政治模式的兩大標(biāo)準(zhǔn)。其中,實(shí)踐公平并不意味著存在一種特定的公平觀,而是說,當(dāng)存在根本性的利益沖突時(shí),有一種公平的方式來解決這一沖突;好的政策則意味著,無論它是否符合我的利益,我都有足夠的理由支持它。顯然,"實(shí)踐公平"代表了一種程序性要求,并
[Abstract]:"Democracy no longer has rivals, but its ability to practice fairness and make good policies is widely questioned," the Boston Review, a well-known public political journal in the United States, recently pointed out.To be simple, "practical fairness" and "making good policies" can be assumed as two criteria for evaluating a good political model.Practical fairness does not mean that there is a particular view of equity, but that when there is a fundamental conflict of interest, there is a fair way to resolve the conflict; good policy means, whether or not it is in my interest,I have every reason to support it.Clearly, "practical fairness" represents a procedural requirement, and
