【摘要】：正近期美國著名公共政治刊物《波士頓評論》刊文指出:"民主不再有對手,但它實(shí)踐公平和制定好的政策的能力受到廣泛的質(zhì)疑。"簡便起見,"實(shí)踐公平"與"制定好的政策"可假定為評價(jià)一種好的政治模式的兩大標(biāo)準(zhǔn)。其中,實(shí)踐公平并不意味著存在一種特定的公平觀,而是說,當(dāng)存在根本性的利益沖突時(shí),有一種公平的方式來解決這一沖突;好的政策則意味著,無論它是否符合我的利益,我都有足夠的理由支持它。顯然,"實(shí)踐公平"代表了一種程序性要求,并
