【摘要】：在民主理論上,共識民主是多數(shù)決民主的一種替代模式。在中國,實現(xiàn)共識民主的制度基礎(chǔ)是民主集中制,而協(xié)商民主則是實現(xiàn)共識民主的主要形式。案例研究發(fā)現(xiàn),共識民主模式貫穿于中央政府決策、部門決策和地方政府決策之中;其中,中央決策屬于制度化協(xié)商型共識民主,主管部門的決策模式很復(fù)雜但包含著市場壓力型共識,直接與民眾打交道的地方政府則可能在抗爭壓力下達成談判性共識。共識民主的不同類型決定了共識民主模式具有不同的層次性。只有實現(xiàn)共識民主模式的決策,才能使社會矛盾最小化并最大限度地減少權(quán)力尋租,因此迫切需要建立更科學(xué)的對主管部門的權(quán)力約束機制。
[Abstract]:In the theory of democracy, consensus democracy is an alternative mode of majority determined democracy. In China, the system of consensus democracy is based on democratic centralism, while consultative democracy is the main form of consensus democracy. The consensus democratic model runs through central government decision-making, departmental decision-making and local government decision-making, in which central decision-making is an institutionalized consensus democracy, and the decision-making model of the competent department is complex but contains a consensus of market pressure. Local governments dealing directly with the people may reach a negotiated consensus under the pressure of resistance. Different types of consensus democracy determine the different levels of consensus democratic models. Only decisions to realize consensus democratic models are made. Only in order to minimize the social contradictions and minimize the power of rent-seeking, it is urgent to establish a more scientific power constraint mechanism to the competent department.
