【摘要】：短短十余年間,互聯(lián)網(wǎng)獲得了飛速發(fā)展,不僅網(wǎng)民人數(shù)激增,其技術(shù)形態(tài)也發(fā)生了巨大變化�；ヂ�(lián)網(wǎng)所產(chǎn)生的沖擊波效應(yīng),早已超越單純的技術(shù)范圍而蔓延到社會生活的各個層面。它對人們獲取信息的方式和效率產(chǎn)生了很大影響,也極大地改變了政治溝通的面貌。 傳統(tǒng)的政治溝通方式主要有選舉、會議、大眾傳媒和信訪等,這些溝通方式各有其功效果,也各有其局限,選舉間隔周期太長,會議介入門檻太高,傳媒把關(guān)人眾多,信訪反饋太慢。在利益訴求超載而溝通管道不足的制度困境中,互聯(lián)網(wǎng)的興起,為官民互動提供了一些補救的可能。集信息工具、意見平臺和人際社區(qū)于一身的互聯(lián)網(wǎng),具有負(fù)載量大、成本低、及時快捷、功能豐富等特征,成為政治溝通的理想舞臺。 傳統(tǒng)政治溝通渠道不暢、網(wǎng)民隊伍不斷壯大、民眾通過網(wǎng)絡(luò)謀求合法權(quán)益、政府職能轉(zhuǎn)型以及科學(xué)民主決策的要求,是網(wǎng)絡(luò)政治溝通不斷強化的原因。網(wǎng)絡(luò)政治溝通的方式多樣,從政治權(quán)威的角度看,有政府上網(wǎng)和政治任務(wù)上網(wǎng)等途徑；從公眾網(wǎng)民角度看,有論壇發(fā)言、博客寫作、網(wǎng)絡(luò)調(diào)查和網(wǎng)絡(luò)簽名等形式。網(wǎng)絡(luò)政治溝通的出現(xiàn),有利于民意表達(dá)、促進(jìn)科學(xué)民主決策、提升政府形象、推動民主進(jìn)程和實現(xiàn)公民權(quán)利等�；ヂ�(lián)網(wǎng)的發(fā)展促使政府傾聽網(wǎng)絡(luò)民眾的聲音,互聯(lián)網(wǎng)的輿論監(jiān)督功能可以將一個陽光政府置于公眾的監(jiān)督之下,為公民政治參與提供平臺并促進(jìn)政務(wù)公開。 但是,網(wǎng)絡(luò)政治溝通偶爾表現(xiàn)出的非正式、激憤乃至對抗的一面,也給政治過程帶來一些撞擊甚至負(fù)面的后果。為了更好地發(fā)揮網(wǎng)絡(luò)政治溝通的作用,宏觀上必須優(yōu)化經(jīng)濟基礎(chǔ)、政治環(huán)境、文化教育、法制環(huán)境和網(wǎng)絡(luò)技術(shù),具體措施方面則要從優(yōu)化溝通要素、溝通過程和溝通效果方面入手。 在人類歷史上,技術(shù)的發(fā)展始終是推動社會進(jìn)步的動力之一。網(wǎng)絡(luò)政治溝通對我國未來政治發(fā)展的影響,我們也應(yīng)該抱著謹(jǐn)慎樂觀的態(tài)度去看待。
[Abstract]:Just a dozen years, the Internet has been developing rapidly, not only the number of Internet users in the form of technology has undergone tremendous changes. The shockwave of Internet, already beyond the technology area and spread to all aspects of social life. The influence and efficiency of its access to information for people, but also greatly the change of China's political communication.
The traditional political communication method mainly has the election meeting, mass media and letters and other means of communication, these have their own power, and each has its limitations, the election interval is too long, in meeting the threshold is too high, many media gatekeeper, the feedback is too slow. In the interests of overload and communication system dilemma of pipeline is insufficient in the rise of the Internet, as people interact to provide some remedy. Collection of information tools, opinion platform and interpersonal community in the Internet, with a big load, low cost, quick time, abundant function characteristics, become the ideal stage for political communication.
The traditional political communication channels, Internet users growing group of people seeking legal rights through the network, the transformation of government functions and the requirements of scientific and democratic decision-making, is the cause of network political communication. Continue to strengthen the network of political communication modes, from the angle of political authority, a government on the Internet and the Internet from the way of political task; the public Internet perspective, a forum, blog writing, network survey and network signature form. The network of political communication, is conducive to the expression of public opinion, promoting scientific and democratic decision-making, enhance the image of the government, to promote the democratic process and the realization of civil rights. The development of the Internet network has prompted the government to listen to the voice of the people, the function of the Internet public opinion supervision can be a sunshine government under public scrutiny, providing a platform for citizen's political participation and promote openness in government affairs.
However, the informal network of political communication occasionally shows, and even anger against the side, but also to the political process to bring some impact or even negative consequences. In order to better play the role of political communication network, we must optimize the macro economic basis, political environment, cultural education, legal environment and the network technology, the specific measures from the optimization factors of communication, communication process and communication effect.
In the history of mankind, the development of technology is always one of the driving forces to promote social progress. We should also take a cautious and optimistic attitude towards the future political development of our network.
