政府信用與政府績效關(guān)聯(lián)機(jī)理研究

【摘要】:20世紀(jì)末21世紀(jì)初以來,人類的治理方式正在發(fā)生根本性的變化。追求善治已成為世界各國政府的共同目標(biāo),而在走向善治的過程中,政府信用與政府績效無疑具有不可替代的地位,也是走向善治的關(guān)鍵。然而,當(dāng)前我國地方政府信用缺失問題日益凸顯,政府效能不高的問題仍較為突出。這兩個(gè)問題一定程度上制約了經(jīng)濟(jì)社會發(fā)展,并阻礙到社會主義和諧社會的構(gòu)建。另一方面,以往學(xué)術(shù)界對信用與績效關(guān)系的研究幾乎都是針對私營組織展開的,對政府這個(gè)特殊且重要的公共組織的信用與績效關(guān)系的研究至今依然十分匱乏。面對理論上和實(shí)踐上亟需解決的問題,本博士學(xué)位論文選擇把研究主題聚焦于政府信用與政府績效的關(guān)聯(lián)機(jī)理。 本博士學(xué)位論文按照科學(xué)研究的范式,以文獻(xiàn)述評—分析框架構(gòu)建—問卷設(shè)計(jì)與實(shí)際測度—統(tǒng)計(jì)模型構(gòu)建一政策建議為研究的主線。在文獻(xiàn)述評部分指出以往研究不足并清晰界定相關(guān)概念的基礎(chǔ)上,研究參考借鑒國內(nèi)外組織信用研究相關(guān)成果,建立了一個(gè)基于組織信用的組織績效分析框架,然后在地方政府競爭的條件下,依托資源基礎(chǔ)理論、積極組織學(xué)說等理論構(gòu)建了細(xì)化的政府信用與政府績效關(guān)聯(lián)機(jī)理的概念模型,并提出了具體的研究假設(shè)。根據(jù)所提出的概念模型,研究開發(fā)設(shè)計(jì)了具有較高信度和效度的調(diào)查問卷。根據(jù)預(yù)調(diào)查結(jié)果修正問卷之后,通過課堂集中發(fā)放、訪談發(fā)放、郵寄發(fā)放、電子郵件發(fā)放及QQ發(fā)放等途徑共發(fā)放問卷1269份,回收得到的962份有效問卷覆蓋了我國268個(gè)縣級行政區(qū)域。基于這些數(shù)據(jù),研究者進(jìn)行了一系列統(tǒng)計(jì)分析和結(jié)構(gòu)方程建模,分析了政府信用與政府績效之間的相互依存關(guān)系和關(guān)聯(lián)機(jī)理,得出了以下主要結(jié)論: (1)政府信用、政府績效的實(shí)際測度。就政府信用狀況而言,縣級政府的信用狀況處于中等略偏上的水平。具體來看,政府善心維度的平均得分顯著地低于政府信用能力維度和政府誠信維度的平均得分,中部地區(qū)縣級政府的平均得分顯著地低于東部地區(qū)和西部地區(qū)縣級政府。就政府績效狀況而言,縣級政府的績效狀況處于中等偏上的水平,表現(xiàn)要好于政府信用。分項(xiàng)目來看,縣級政府在政府任務(wù)績效維度上的平均得分要高于在政府周邊績效上的得分,但不具有統(tǒng)計(jì)顯著性的差異。分地區(qū)來看,東部地區(qū)縣級政府的平均得分最高,西部地區(qū)縣級政府的平均得分略低于東部地區(qū),中部地區(qū)縣級政府的平均得分顯著低于東部地區(qū),再次在三大地區(qū)中排名最后。 (2)政府信用與政府績效的關(guān)聯(lián)強(qiáng)度。采用典型相關(guān)分析考察政府信用與政府績效的整體相關(guān)性,發(fā)現(xiàn)政府信用與政府績效兩組變量間共可提取10對典型變量,前5對典型變量間的相關(guān)系數(shù)達(dá)到統(tǒng)計(jì)顯著性水平。其中,解釋力最強(qiáng)的第一對典型變量的相關(guān)系數(shù)達(dá)到0.806,說明政府信用與政府績效兩組變量間存在著緊密的相互依存關(guān)系,對兩者關(guān)聯(lián)機(jī)理的考察具有堅(jiān)實(shí)的基礎(chǔ)。 (3)政府信用與政府績效的關(guān)聯(lián)機(jī)理。運(yùn)用結(jié)構(gòu)方程模型對概念模型進(jìn)行檢驗(yàn),分析結(jié)果否定了假設(shè)“政府善心對政府任務(wù)績效具有顯著正向的影響”和假設(shè)“政府善心對政府周邊績效具有顯著正向的影響”,而其余假設(shè)均得到了證實(shí)。模型修正過程中新增的假設(shè)“政府周邊績效對政府任務(wù)績效具有顯著正向的影響”也得到了證實(shí)。從對政府信任的影響來看,政府信用能力、政府善心、政府誠信對其都具有顯著正向的影響且影響強(qiáng)度依次增大。從對政府周邊績效的影響來看,政府誠信的總體影響強(qiáng)度最大,政府信任的影響次之,政府善心和政府信用能力的影響強(qiáng)度相對較弱。從對政府任務(wù)績效的影響來看,政府誠信的直接影響雖然不是很大,但總體影響仍然是最強(qiáng)的,政府信任的直接作用最大,總體影響則位居第二,接下來依次是政府周邊績效、政府信用能力及政府善心。此外,研究還運(yùn)用路徑分析對東部、中部、西部三大地區(qū)政府信用與政府績效的關(guān)聯(lián)機(jī)理進(jìn)行了揭示,發(fā)現(xiàn)不同地區(qū)路徑分析的結(jié)果與所有地區(qū)結(jié)構(gòu)方程模型分析結(jié)果是基本一致的,但不同地區(qū)的作用機(jī)理存在一定的差異。簡言之,研究結(jié)果表明對于縣級政府而言,以合規(guī)性、公平性為核心內(nèi)涵的政府誠信才是政府公信力和政府績效提升的主要?jiǎng)恿Α?最后,研究根據(jù)統(tǒng)計(jì)分析結(jié)果和縣級政府的實(shí)際情況,提出了相關(guān)政策建議,以期對優(yōu)化縣級“政府信用-政府績效”系統(tǒng)有所幫助。
[Abstract]:At the end of twentieth Century since the beginning of twenty-first Century, the changes of human governance are fundamentally. The pursuit of good governance has become a common goal of governments around the world, and in the process towards good governance, government credit and government performance undoubtedly plays an irreplaceable role, is critical to good governance. However, the current problems in China local government credit has become increasingly prominent, the government efficiency is not high and the problem is still more prominent. These two problems have restricted the economic and social development, and hinder the construction of socialist harmonious society. On the other hand, the previous research on the relationship between credit and academic performance are almost all in the private organization, relationship the performance of government credit and the special and important public organizations are still very scarce. In the face of the theory and practice need to solve the problem, this dissertation chooses to The study focuses on the relationship between government credit and government performance.
In this thesis, according to the scientific research paradigm, the literature review analysis framework, questionnaire design and actual measurement - statistical model to construct a policy suggestion for the study of the main line. In the part of literature review of previous research and pointed out the clear definition of related concepts, research reference related research achievements at home and abroad to establish credit organization. An analytical framework of organization credit based on organizational performance, and then in the local government competition, relying on the resource based theory, positive organizational theory builds a conceptual model of government credit and government performance related mechanism of refinement, and put forward specific research hypotheses. According to the conceptual model proposed in the design of research and development the questionnaire has high reliability and validity. According to the results after the pre survey questionnaire revised, through classroom centralized distribution, interview, post Send e-mail issued, release and QQ release of a total of 1269 questionnaires, 962 valid questionnaires recovered over 268 county-level administrative regions in China. Based on these data, the researchers conducted a series of statistical analysis and structural equation modeling, analysis of the mutual dependency relation and the correlation mechanism between government credit and government performance the main conclusions are as follows:

(2) the strength of the correlation between government credit and government performance. The overall correlation study of government credit and government performance by using canonical correlation analysis, found that the total government credit and government performance between two sets of variables extracted 10 pairs of variables, the first 5 of the correlation coefficient between the typical variables reached significant level. In addition, the study also uses path analysis on the eastern, central, association the mechanism of three major areas of western government credit and government performance are also revealed, that the analysis of different path results and all equations of area structure model analysis result is basically the same, but there are some differences between the mechanism of different areas. In short, the results of the study show that for county government, in compliance. Fairness for the integrity of the core connotation of government is the main driving force to the credibility of the government and government performance.
Finally, based on the statistical analysis results and the actual situation of the county government, we put forward relevant policy recommendations, hoping to help optimize the county government credit government performance system.
