【摘要】： 關(guān)于社會(huì)政策的研究,不能局限于對(duì)某一具體領(lǐng)域的社會(huì)政策的內(nèi)容、技術(shù)和決策研究,而是應(yīng)當(dāng)對(duì)社會(huì)政策的基礎(chǔ)研究給以充分關(guān)注。在社會(huì)政策研究當(dāng)中引入社會(huì)政策正當(dāng)性這個(gè)概念,是要具體社會(huì)政策研究的基礎(chǔ)上,為社會(huì)政策的研究提供“元”理論。同時(shí)通過把它確立為社會(huì)政策評(píng)價(jià)的核心概念,為社會(huì)政策的跨學(xué)科研究提供基礎(chǔ)理論。 通過確立社會(huì)政策的正當(dāng)性概念,并提出判斷社會(huì)政策的正當(dāng)性標(biāo)準(zhǔn)是本文的主要研究理路。主要研究?jī)?nèi)容有:第一部分是探討社會(huì)政策的正當(dāng)性的基本內(nèi)涵。即正當(dāng)性、社會(huì)政策、社會(huì)政策正當(dāng)性的概念界定,對(duì)社會(huì)政策的正當(dāng)性的內(nèi)涵探討,概要式地導(dǎo)入全文,作為全文的基礎(chǔ)。第二部分是探討社會(huì)政策的正當(dāng)性的基本標(biāo)準(zhǔn)。基本標(biāo)準(zhǔn)分為兩個(gè)層面在社會(huì)政策的程序方面要求以公民權(quán)利意識(shí)為基本建構(gòu)單位,公民參與強(qiáng)度為根源,公開的規(guī)范度為核心來做到程序的正當(dāng)性;在社會(huì)政策的實(shí)質(zhì)方面以經(jīng)濟(jì)、政治、文化、人的自由全面發(fā)展這四個(gè)維度來衡量實(shí)質(zhì)的正當(dāng)性。第三部分是探討社會(huì)政策的正當(dāng)性的實(shí)現(xiàn)。以社會(huì)政策的正當(dāng)性的兩個(gè)層面的標(biāo)準(zhǔn)評(píng)價(jià)分析當(dāng)前中國的社會(huì)政策。
[Abstract]:Research on social policy cannot be limited to the content, technology and decision-making of social policy in a specific field, Instead, we should pay full attention to the basic research of social policy. The introduction of the concept of legitimacy of social policy in the study of social policy is based on the study of specific social policies. It provides the "meta-theory" for the study of social policy and provides the basic theory for the interdisciplinary study of social policy by establishing it as the core concept of social policy evaluation. By establishing the concept of legitimacy of social policy and proposing that the criterion of judging the legitimacy of social policy is the main research way of this paper, the main research contents are as follows: the first part is to discuss the basic connotation of legitimacy of social policy, that is, legitimacy. The definition of social policy, the definition of legitimacy of social policy, the connotation of legitimacy of social policy, and the brief introduction of the full text, The second part is the basic standard to discuss the legitimacy of social policy. The basic standard is divided into two levels. In the process of social policy, the basic standard requires the citizen's consciousness of rights as the basic construction unit and the intensity of citizen's participation as the root. Open norms are central to the legitimacy of the process; economic, political, and cultural aspects of social policy are essential, The third part is to discuss the realization of the legitimacy of social policy.
