【摘要】：政策擴散、政策轉移和政策趨同都關注公共政策的相似性變化,卻分屬比較公共政策領域的不同研究分支。它們自成體系,但研究視角有互補性。政策擴散關注引起政策變化的條件,政策轉移關心發(fā)生轉移的內容,而政策趨同則把研究焦點放在政策結果上。厘清三者在概念、類型和發(fā)生機制上的區(qū)別與聯(lián)系,一方面能有效避免研究混用,另一方面能促進對三者的整合應用,從而提升政策變遷理論對相似性政策選擇實踐的解釋力。
[Abstract]:Policy diffusion, policy transfer and policy convergence are all concerned about the similarity of public policies, but they belong to different branches of research in the field of comparative public policy. But the research perspective is complementary. Policy diffusion focuses on the conditions for policy change, policy transfer concerns about the content of policy shift, and policy convergence focuses on policy results. On the one hand, the differences and connections in types and mechanisms of occurrence can effectively avoid the study of mixed use, on the other hand, it can promote the integration and application of the three, thus enhancing the explanatory power of the policy change theory to the practice of similar policy choice.
