【摘要】：民國(guó)肇始,代議制初歷實(shí)踐,已然弊端盡顯。章太炎在《華國(guó)》刊文主張恢復(fù)科道制,尋求消除代議制弊端的辦法�！都滓窂�(fù)刊,在章士釗主導(dǎo)下,有關(guān)恢復(fù)科道制的討論持續(xù)數(shù)月之久。在說(shuō)明恢復(fù)科道制主張時(shí),闡釋者專(zhuān)注制度功能,呈現(xiàn)政治功利的一面,暴露出系統(tǒng)性思考不足的問(wèn)題。持異議者,雖以政治理想主義立論,質(zhì)疑恢復(fù)科道制主張的動(dòng)機(jī)和可能性,但在代議制實(shí)現(xiàn)的途徑上,卻轉(zhuǎn)求當(dāng)政者的政治自覺(jué),不免落入一場(chǎng)政治空論。
[Abstract]:At the beginning of the Republic of China, the practice of the representative system in the early years had already become all the more obvious. Zhang Taiyan advocated the restoration of the system of science and Taoism and sought a way to eliminate the malpractice of the system of representative government in the publication of "China State". [Jiayin] Reprint, under the leadership of Zhang Shizhao, The discussion on the restoration of the system of science and Taoism lasted for months. In explaining the idea of restoring the system of science and Taoism, the interpreter focused on the function of the system and presented the political utility side, which exposed the problem of systemic underthinking. Although the political idealism is used to raise questions about the motive and possibility of restoring the system of science and Taoism, the political consciousness of those in power is turned to the political consciousness of those in power in the way of realizing representative system, which inevitably falls into a political empty theory.
