【摘要】：“政治與行政二分”思想是適應(yīng)近代西方社會發(fā)展的現(xiàn)實需要而產(chǎn)生的,其產(chǎn)生具有一定的必然性。作為公共行政學(xué)的奠基性理論,它預(yù)制了公共行政研究的基本框架和理路,對公共行政理論研究和政府行政實踐起到了巨大的推動作用,在公共行政史上具有里程碑式的意義。 “政治與行政二分”也是一個極富爭議性的命題,學(xué)術(shù)界對它一直存有爭議,它在贏得廣泛贊譽的同時,也遭到了許多學(xué)者的質(zhì)疑和批判。學(xué)術(shù)界對政治與行政二分思想的批評有合理之處,但很多批判者片面強調(diào)政治與行政相通的一面,而忽略了政治與行政相異的一面。此外,政治與行政二分思想的批評者大多認(rèn)為“政治與行政二分”就是主張政治與行政截然分離,事實上,無論是威爾遜還是古德諾都沒有忽視政治與行政的密切關(guān)系,詰難之聲背后隱含著嚴(yán)重的誤解。隨著后工業(yè)社會的來臨,政治與行政的界限日漸模糊,但是這并沒有顛覆政治與行政二分思想的核心價值,因此,現(xiàn)在斷言政治與行政二分模式已經(jīng)終結(jié)還為時過早。當(dāng)然,政治與行政二分思想作為特定歷史條件下的產(chǎn)物,有其價值,同時也不可避免地具有局限性。如何評價“政治與行政二分”既是一個理論問題,又是一個實踐問題,必將對公共行政理論研究和政府管理實踐產(chǎn)生深遠(yuǎn)的影響。 雖然我國的國情與西方國家有很大的差異,但政治與行政二分思想對我國仍然具有重要的借鑒意義。當(dāng)然,借鑒并不等于全盤接受,在借鑒的過程中應(yīng)該始終立足于我國的國情,以我國的實際情況為依據(jù)。
[Abstract]:The idea of "political and administrative dichotomy" came into being in accordance with the realistic needs of the development of modern western society. As the foundation theory of public administration, it prefabricated the basic framework and rational road of the study of public administration. It plays an important role in the research of the theory of public administration and the practice of government administration, and has a landmark significance in the history of public administration. "political and administrative dichotomy" is also a highly controversial proposition, it has always been controversial in academia, it has won wide praise at the same time, It has also been questioned and criticized by many scholars. There are reasonable points in the criticism of the dichotomy of politics and administration in academic circles, but many critics unilaterally emphasize the similarities between politics and administration, while neglecting the different side of politics and administration. Most critics of the dichotomy of politics and administration think that the dichotomy between politics and administration means that politics and administration are separated from each other. In fact, neither Wilson nor Gudino has neglected the close relationship between politics and administration. With the advent of a post-industrial society, the line between politics and administration is increasingly blurred, but this does not subvert the core value of the dichotomy of politics and administration. It is too early to say that the dichotomy between politics and administration has come to an end. Of course, the idea of political and administrative dichotomy, as a product of specific historical conditions, has its value. How to evaluate the dichotomy of politics and administration is not only a theoretical problem but also a practical one, which will have a profound influence on the theoretical research of public administration and the practice of government management. Although China's national conditions are quite different from those of western countries, the dichotomy of politics and administration is still of great significance to our country. In the process of reference, we should always base ourselves on our national conditions and take the actual situation of our country as the basis.
